Toplum sistemini oluşturan en önemli toplumsal kurumların başında eğitim kurumu gelmektedir. Okullarda görev yapan yöneticilerin görevlerini yaparken göreve ilk başladıkları andan itibaren görevleri ile ilgili sorun yaşamamaları büyük önem taşımaktadır. Millî Eğitim Bakanlığına bağlı okullarda göreve yeni başlayan okul yöneticilerinin görevlerini yaparken karşılaştıkları sorunlar, nedenleri, çözüm önerileri konusundaki görüş ve önerilerini belirlemeye çalışan bu araştırma bu anlamda önemlidir. Buna göre araştırmada, göreve yeni başlayan okul yöneticilerinin karşılaştıkları sorunlar ve çözüm önerilerinin incelenmesi amaçlanmıştır. Araştırmanın deseni niteldir. Olgu bilim desenine göre düzenlenmiştir. Verilerin çözümlenmesinde içerik analizinden faydalanılmıştır. Göreve yeni başlayan okul yöneticilerinin karşılaştıkları problemler ve çözüm önerileri hakkında derinlemesine bilgi elde edebilmek adına yüz yüze görüşerek görüş alınması araştırmanın amacı için uygun görülmüştür. Araştırmanın çalışma grubunu 2016-2018 yılları arasında İzmir Bornova ilçesinde bulunan Milli Eğitim Bakanlığı’na bağlı okullarda göreve yeni başlayan 25 okul yöneticisi oluşturmuştur. Okul müdürü ve müdür yardımcılarının farklı okul kademelerinde görev yapanlar arasından seçilmesi ile çeşitlilik sağlanmaya çalışılmıştır. Araştırmadan elde edilen birkaç sonuca göre katılan okul yöneticileri görev öncesinde görevle ilgili hiçbir eğitim almamaları nedeniyle göreve dair bilgi eksikliklerinin olduğunu bu sebeple göreve adapte olmakta zorlandıklarını ve işlerini daha uzun sürede öğrendiklerini ifade etmişler. Okullarda TEFBİS (Türkiye’de Eğitim Finansmanı ve Eğitim Harcamaları Birliği Yönetim Sistemi), KBS(Kamu Bilgi Sistemi), TİF (Taşınır İşlem Fişi), İSG (İş Sağlığı Güvenliği), DYS (Doküman Yönetim Sistemi), TKY (Toplam Kalite Yönetimi) ve muhasebe gibi konularda bilgi sahibi olan memurların olmamasının iş yüklerini arttırdığını ve işlerini yaparken zaman kaybına neden olduğu görüşünü dile getirmişlerdir. Araştırmada örneğin, göreve yeni başlayan okul yöneticilerine görev öncesi, Milli Eğitim Bakanlığı ve Üniversitelerin işbirliği ile yöneticilik eğitimi verilmesi, gibi elde edilen sonuçlara dayalı olarak araştırmacı ve uygulamacılar için bir takım önerilere yer verilmiştir.
The social institutions that establish the social system are the educational institutions. It is important that the managers who work in the schools do not have any problems with their tasks from the moment they begin their tasks. This research is important in this sense, trying to determine the views and suggestions of the school managers who are newly begun to perform their duties on the issues, causes, solutions proposals they encounter. According to this, the research is aimed at examining the problems and solutions that newly started school managers encounter. The research is clear. It is organized according to the scientific pattern. The analysis of the data is used. In order to obtain deep information about the problems and solutions that newly started school managers encountered, face-to-face consultation was considered appropriate for the purpose of research. The study’s work group was formed by 25 school managers who just started to work in the schools associated with the Ministry of National Education located in the district of İzmir Bornova between 2016 and 2018. The school director and assistant director have been chosen among those who work in different school stages. According to several findings from the research, the school managers who participated in the study said that they had a lack of knowledge about the task because they did not receive any training on the task before the task, and that they had difficulty adapting to the task and learned their work in a longer period of time. In schools TEFBIS (Turkish Education Finance and Education Expenses Association Management System), KBS (Public Information System), TIF (Transported Process File), ISG (Employment Health Security), DYS (Document Management System), TKY (General Quality Management) and Accounting have expressed their view that the lack of knowledge of officials in topics such as TEFBIS (Turkish Education Finance and Education Expenses Association Management System) increased the work burden and caused time loss when doing their work. The research, for example, has included a set of recommendations for researchers and practitioners based on the results achieved, such as pre-mission, the Ministry of National Education and the University's cooperation with management education, for example, the job beginners of school managers.
The aim of this study is to examine the problems faced by novice school heads and solution suggestions for them. The sub-problems of the study are the opinions of the school heads about the problems they face and possible solutions for them. Other sub-problems are the similarities and differences of these problems according to the type of school, seniority, gender and number of students. The research was planned as a qualitative pattern with phenomenology design. Content analysis was used to analyze the data. In order to obtain in-depth information about the problems encountered by the new school heads and their solutions, face-to-face interviews were deemed appropriate for the purpose of the study. The study group of the research consists of 25 new school heads who started to work in the schools of the Ministry of National Education between 2016-2018 years in Bornova, İzmir. Diversity of school heads and deputy heads has been achieved by selecting them from different school levels. According to some results of the study revealed that school heads who participated in the study stated that they lacked knowledge about the task because they did not receive any training, so they indicated that they had difficulty adapting to the task. Furthermore, they noted that that lack of accountants in school’s familiar with TEFBIS (Education Financing and Education Expenditure Association Management System in Turkey), KBS (Public Information System), TIF (Movable Transaction Receipt), ISG (Occupational Health Safety), TKY (Total Quality Management), DYS (Document Management System) and such increased their workload and caused time loss. The school administrators who participated in the study also mentioned the parents' unnecessary complaints and not being involved in the solution of the problems in the school. In terms of the results and suggestions for executives, new heads were found to be in need of pre-service trainings including DYS, TIF, KBS, ISG and accounting as well as education management in cooperation with the Ministry of National Education and universities. It was revealed that a master's degree should be given in education management, inspection, planning and economics.
