Abstract:

Since 1945, the international order has witnessed many changes and transformations. New and different development policies and impressive global economic growth have become dynamic parts of this process. During this period the global polarization has become clear, the economic differences between the poor and wealthy countries and people have deepened. The mutual dependency situation brought by globalization has shown that the problems that are experiencing should be "common day". With the motivation brought by the success of the Marshall Plan to relieve or eliminate these problems, official development aid has begun to be provided to the less developed and developing countries in order to global development. The emphasis on the level and the end of the Cold War as a result of the development of the aid has made discussions about the effectiveness of the aid more important. In this context, the United Nations adopted Millennium Development Goals and the Paris Declaration, declared with broad participation by the OECD, ensured the formation of international criteria and principles relating to external aid. This study first addresses the definition and development process of external aid, then examines the principles that have emerged in recent years and will make the use of external aid more efficient.
