Gelirin yeniden dağılımı, maliye politikasının önemli amaçlarından biridir. Bu amacı gerçekleştirmek için kullanılan araçlardan biri de vergilerdir. Vergiler, kullanılabilir geliri etkilediğinden, piyasada gerçekleşen gelir dağılımını değiştirebilmektedir. Bununla birlikte, vergi türlerinin sahip olduğu farklı özellikler gelir dağılımı üzerindeki etkilerini de farklılaştırmaktadır. Dolayısıyla vergi türlerinin gelir dağılımı üzerindeki etkilerinin bilinmesi, maliye politikasının gelirin yeniden dağılımı amacının gerçekleştirilmesi açısından önemlidir. Buradan hareketle çalışmanın amacı, dolaylı ve dolaysız vergilerin gelir dağılımı üzerindeki etkilerini incelemektir. Çalışma panel veri analizi ile Türkiye’nin de içinde bulunduğu 30 OECD ülkesine ait 2008-2018 dönemi yıllık verileri kullanılarak yapılmıştır. Çalışmadan elde edilen bulgulara göre; dolaylı vergiler gelir dağılımı üzerinde olumsuz etki yaratırken, dolaysız vergiler olumlu etki yaratmaktadır.

Abstract:

Redistribution of income is one of the important objectives of fiscal policy. One of the tools used to achieve this goal is taxes. Because taxes affect disposable income, they can change the income distribution in the market. However, different characteristics of tax types differentiate their effects on income distribution. Therefore, knowing the effects of tax types on income distribution is important for achieving the objective of redistribution income of fiscal policy. From this point of view, the aim of the study is to examine the effects of direct and indirect taxes on income distribution. The study was carried out by using panel data analysis and annual data of 30 OECD countries, including Turkey, for the period 2008-2018. According to the findings obtained from the study; while indirect taxes have a negative effect on income distribution, direct taxes have a positive effect.
