Türkiye’nin Avrupa Birliği ile (o tarihteki adıyla Avrupa Ekonomik Topluluğu) 1963’te imzaladığı Ankara Anlaşması’ndan günümüze kadar geçen 57 yıllık sürede iki taraf arasındaki ilişkiler inişli çıkışlı ve yoğunlaşarak devam etmiştir. Hem ilişkilerin yürütülmesinde hem de Türkiye’nin AB’ye uyum sürecinde gereken koordinasyonun sağlanmasında 57 yıldan bu yana temel yetki ve sorumluluk Türk bürokratik kurumlarındadır. Bu kurumların en önemlileri, sürecin en başından beri var olan Dışişleri Bakanlığı ve özellikle, Türkiye’nin adaylık statüsünü kazanmasıyla, 2000’li yılların başından itibaren çeşitli isimler altında etkinliğini sürdürerek günümüzde Avrupa Birliği Başkanlığı ismini alan kurumdur. Merkezi yönetim içinde yer alan diğer bakanlıklar ve valilikler ile yerel yönetimler olan belediyeler de AB’ye uyum sürecinde önemli görevler üstlenmekle birlikte, temel kurumlar olan Dışişleri Bakanlığı ve AB Başkanlığı’nın koordinasyonunda faaliyet gösterirler. Bu çalışmada, sözü edilen iki kurumun AB ile ilişkiler bağlamında tarihsel süreci ve yapısı incelenecek ayrıca, Türkiye’nin AB’ye üyelik için çıktığı uzun ve zorlu yolculukta, değişen şartlara paralel olarak bu kurumların konuya bakışlarına değinilecektir.
During the 57-year period from the Ankara Agreement signed by Turkey with the European Union (the European Economic Community) in 1963, the relations between the two sides have continued downward and concentrated. The main authority and responsibility for both the implementation of the relations and the coordination necessary for Turkey in the process of adhesion to the EU has been in the Turkish bureaucratic institutions for 57 years. The most important of these institutions is the Ministry of Foreign Affairs, which has existed since the beginning of the process, and in particular, with Turkey’s acquisition of the candidate status, from the beginning of the 2000s, continuing to operate under various names, the institution which is now the name of the European Union President. The other ministries and governments within the central administration and the municipalities, which are local governments, are also responsible for the process of compliance with the EU, while the main institutions operate in the coordination of the Ministry of Foreign Affairs and the Presidency of the EU. In this study, the historic process and structure of the two institutions in the context of relations with the EU will be examined; in addition, in the long and challenging journey of Turkey to join the EU, parallel to the changing conditions, the views of these institutions on the subject will be addressed.
