19. Yüzyıl Sonlarında Osmanlı Kastamonu’sunda Eğitim ve Öğretimin İzdüşümü

Çalışmada İkinci Abdülhamid döneminde merkezi yönetimde gerçekleştirilen eğitim politikalarının taşrada bir yansıması olarak Kastamonu’da eğitim-öğretim faaliyetleri ele alınmıştır. Nitel araştırma yöntemlerinden tarama-derleme yönteminin kullanıldığı bu çalışmada Maarif Salnameleri temel kaynak olarak alınmıştır. Ele alınan belgelerden vilayet merkezi, sancak, kaza ve köylerde yer alan okullarda verilen dersler, eğitimci kadrosu ve öğrenci sayısı gibi konularda veriler elde edilmiştir. İncelenen dönemde Kastamonu vilayetindeki okullaşma oranı, okutulan dersler, öğretmenler ve vilayette bulunun kütüphanelerin durumu ele alınarak dönemin eğitim ortamının izdüşümü yansıtılmaya çalışılmıştır. Yapılan inceleme sonucunda İkinci Abdülhamid döneminde Kastamonu vilayetinde birçok iptidai mektebinin açıldığı, rüştiyelerin yaygınlaştırıldığı, idadilere vilayet özelinde önem verildiği, bunun yanında mesleki alanda eğitim veren birer tane ziraat ve sanayi mektebinin de kurulması gibi sonuçlara ulaşılmıştır.

Abstract:

In the study, educational activities in Kastamonu were discussed as a reflection of the education policies carried out in the central government during the reign of Abdulhamid II. In this study, in which the scanning-compilation method, one of the qualitative research methods, was used, the Education Yearbooks were taken as the main source. From the documents discussed, data were obtained on subjects such as the courses given in the provincial center, sanjak, township and villages, the number of educators and the number of students. In the examined period, the schooling rate in Kastamonu province, the lessons taught, the teachers and the situation of the libraries in the province were discussed and the projection of the educational environment of the period was tried to be reflected. As a result of the examination, it was concluded that many primary schools were opened in Kastamonu province during the reign of Abdulhamid II, secondary schools were expanded, high schools were given special importance in the province, and besides, an agricultural and industrial school providing vocational training was established.
