2019 yılı Kasım ayında Çin’in Wuhan kentinde ilk defa ortaya çıkan ve bütün dünyayı etkisi altına alan Covid-19 salgını ile yeni bir döneme girilmiştir. Salgından korunma amaçlı insanlar belli mekânlara mâhkum olmuşlardır. Bu zorunlu durumda hem devletlerin zorlaması hem de iletişim araçlarının bariz etkisi görülmektedir. Burada oluşan yeni normal dönem, her disiplin tarafından farklı okunabilmektedir. Hastalığın oluşum ve devamı açısından fen bilimleri biyolojik, çevresel etkenleri ön planda tutarken; sosyal bilimler yönetim açısından olaya bakmaktadırlar. Hastalığın laboratuvarda üretilmesinden biyolojik silah olarak kullanılmasına kadar farklı distopik tasvirler aynı zamanda salgının hayvanlardan insanlara geçerek evrimleş bir virüs olduğu gerçeğini de gölgeleyememektedir. Salgın süreci, biyopolitik açıdan Foucault’un iktidarın bedenleri kontrol altına almasının açık göstergesi şeklinde okunabileceği gibi, ekolojik açıdan da dünyada sürdürülebilir bir yaşam için doğanın daha az aşındırılması şeklinde bir algının gelişmesine de sebep olmuştur. İnsanların kapatmalarla belli merkezlerde toplanması bölgesel çevre kirliğine sebep olabileceği gibi, doğanın geri kalanı için rahat bir nefes almasının da yolunu açmaktadır. Bu çalışmada ‘yaşamın kaynağı çevre’ anlayışıyla salgına sebep olan faktörler kadar, salgın sonrası dönemdeki siyasetin merkezinin ekoloji temelli olması tartışılacak; ‘yeni normal’in ‘ekolojik normal’ olmasının gerekliliği tezi işlenecektir.
In November 2019, the Covid-19 epidemic, which first appeared in China’s city of Wuhan and affected the entire world, entered a new period. Those who were to protect themselves from the evil, were in a certain place. In this compulsory situation, both the force of the states and the clear impact of the means of communication are seen. The new normal period formed here can be read differently by each discipline. In terms of the formation and continuation of the disease, sciences keep biological and environmental factors in the forefront while social sciences look at the event in terms of management. Different distopic images, from the production of the disease in the laboratory to the use as a biological weapon, can also not hide the fact that the epidemic is an evolutionary virus from animals to humans. As it can be read as an open indicator of Foucault’s biopolitical control of the bodies, it has also caused an ecological development of a perception of the nature’s less disintegration for a sustainable life in the world. As the gathering of people in certain centers by closures can cause regional environmental pollution, it also opens the way to a comfortable breath for the rest of nature. In this study, as well as the factors that cause the epidemic with the concept of 'life source environment', the thesis will be processed on the need for the 'new normal' to be 'ecological normal' to be discussed that the center of politics in the post-epidemian period is ecological-based.
