Bu çalışmada, 35 OECD ülkesi özelinde Ar-Ge harcamalarının ekonomik büyüme üzerindeki etkisi tespit edilmeye çalışılmıştır. Bu amaçla 2000 – 2020 dönemine ilişkin veriler statik panel veri modelleri aracılığıyla incelenmiştir. Spesifik olarak sabit etki ve rassal etki modellerinin kullanıldığı analizlerden elde edilen ampirik bulgular, Ar-Ge harcamalarının incelenen ülkeler ve dönem itibarıyla ekonomik büyümeyi pozitif olarak etkilediğini göstermektedir. Ancak Ar-Ge harcamalarının artırılma kararı en nihayetinde kompleks bir politika sorusu olup Ar-Ge harcamaları ve iktisadi büyüme arasındaki ilişkinin kurumların kalitesi, beşeri sermaye düzeyi, inovasyon politikalarının etkinliği gibi birçok faktör tarafından etkilediğini unutmamak gerekir. Nitekim bazı durumlarda Ar-Ge harcamaları ekonomik büyümeyi hızlandırmak amacına hizmet eden en etkili yol olmayabilir
In this study, we tried to identify the impact of R&D spending in 35 OECD countries on economic growth. For this purpose, data relating to the 2000-2020 period has been examined through static panel data models. The empirical findings obtained from the analysis of specifically fixed effects and racial effects models show that R&D expenditure has a positive impact on economic growth from the countries and periods examined. But it should not be forgotten that the decision to increase R&D spending is ultimately a complex policy issue and that the relationship between R&D spending and economic growth is influenced by many factors such as the quality of institutions, the level of human capital, and the effectiveness of innovation policies. In fact, in some cases, R&D spending may not be the most effective way to serve the goal of accelerating economic growth.

Empirical findings obtained from the analyzes using fixed effect and random effect models show that R&D expenditures positively affect economic growth in our sample of countries for the period under consideration. However, the decision to increase R&D expenditures is ultimately a complex policy question, and it should not be forgotten that the relationship between R&D expenditures and economic growth is influenced by many factors such as the quality of institutions, the level of human capital, and the effectiveness of innovation policies. Indeed, in some cases, R&D expenditures may not be the most effective way to boost economic growth.
