Yoksulluk bir sosyal sorun olarak sosyal hizmetin en önemli ilgi alanlarından biridir. Bu çalışmada sosyal yardım alanında çalışmış veya çalışmakta olan sosyal hizmet uzmanlarının Türkiye’de sosyal yardımların sunumuna yönelik görüşleri nitel araştırma yöntemi ile değerlendirilmiştir. Çalışma deseni olarak fenomenolojik desen seçilmiş, 13 sosyal hizmet uzmanı ile görüşme yapılmış ve veriler içerik analizi ile incelenmiştir. Sosyal hizmet uzmanları sosyal yardım alanında hane incelemesinin önemine değinmiştir. Değerlendirme süreci temasında katılımcılar, kime yoksul deneceği ve yardım miktarının nasıl belirleneceğine dikkat çekmiştir. Bu bölümde katılımcılar tarafından yardımın miktarı, yardımların bağlanma biçimi, değerlendirilme şekli, yardım tekrarı, yardımda kilit rol oynayan meslek elemanı ve yardım bağlanması sonrasındaki süreçlerle ilgili çekincelerini belirtmektedir. Sorumluluk temasında yardımlarla bireysel sorumluluk arasında bir bağlantı kurulmaması ve yardımların karşılıksız verilmesinin olumsuz etkilerine, yapılan yardımlar ile emek piyasası arasında bağlantı kurmanın önemine değinilmiştir. Sosyal yardım sisteminde belirsiz ve karmaşık bir yapının olduğu vurgulanmış ve önemli bir aktör olarak Sosyal Yardımlaşma ve Dayanışma Vakıflarının sorunları gündeme getirilmiştir. Sonuç olarak Türkiye’deki sosyal yardım sisteminin etkinliğini ve verimliliğini arttırmak için kurum ve kuruluşlar arasında eşgüdüm ve otomasyona dikkat çekilmiş ve sosyal yardım bağımlılığı riski ile mücadele edilmesinin önemi belirtilmiştir.
Poverty is one of the most important areas of work as a social problem. In this study, views of social workers who worked or work in the field of social assistance towards the provision of social assistance in Turkey is evaluated by qualitative research methods. A phenomenological perspective was chosen as the study design, interviews were made with 13 social workers, and the data were analyzed by content analysis. Social workers mentioned the importance of household investigation in the field of social assistance. In the theme of the evaluation process, the participants drew attention to who will be called poor and how the amount of assistance will be determined. Here, the participants state their doubts about the amount of assistance, the way the assistance are linked, the way the assistance are assessed, the repetition of the assistance, the professional who plays a key role in the assistance, and the processes after the assistance is connected. In the theme of responsibility, the negative effects of failure to establish a link between assistance and individual responsibility, and the unconditional giving of the assistance, and the importance of linking between the assistance and the labour market were addressed. It is emphasized that there is an uncertain and complex structure in the social assistance system and the problems of the Social Assistance and Solidarity Foundations as an important actor were stated. As a result, coordination between institutions and organizations and automation to improve the effectiveness and efficiency of the social assistance system in Turkey and the importance of combating the risk of social assistance dependency was stated.
