Regardless of the legal or constitutional arrangement relating to the assignment of the Prime Minister, in an operational parliamentary government system, it is the political party or those composing a coalition government who won the election to determine the prime minister. Nonetheless, some problems arise when there is more than one candidate for Prime Ministry, that is, more than one political party leaders who have the possibility to build up the following of the majority of the parliament. When a constitution entitles the head of the state with electing the Prime Minister, it is quite impotant which of the alternatives the head of the state will authorize for erecting a new government, without shading his/her impartiality
