Tarihsel süreç içinde gelişen kentsel yaşamla uygarlık arasındaki ilişki, kentin uygarlığın beşiği olarak kabul edilmesinin yanı sıra, kibarlık ve görgü gibi davranışların da kent insanına özgü özellikler olarak algılana gelmesine neden olmuştur. Bu noktada Ruşen Keleş’in vurgusu, kentin insana, kentsel yaşama dair değerlere sahip çıkma bilinci, diğer bir deyişle, kentlilik bilinci ve sorumluluğu kazandıran bir olgu olduğu ve buradan hareketle de kentin bağlı olduğu ekonomik ve toplumsal dizgelerin bir parçası, minyatürü ya da aynası olduğu üzerinedir. Kent ve kentte yaşayan insan arasında kurulan bu karşılıklı ve döngüsel ilişki, toplumsal yapının tüm özelliklerinin güzellikleri ve hastalıklarıyla birlikte kente yansıması sonucunu doğurmuştur. Bu bağlamda Keleş, özellikle Türkiye’de yaşanan kent ve kentleşme sorunlarının çözümü açısından kentlilik bilincine ayrı bir önem atfetmiş kent kültürü, kent kimliği ve yerel yönetimlerde katılım/vatandaşlık olguları üzerinden bu olguyu gündeme taşımıştır. Çalışmanın amacı, kentlilik bilinci kavramını Keleş’in kavramsal çerçevesi ve vurguları üzerinden inceleyerek, Türkiye kentleri ve kentleşme süreci üzerindeki değerlendirmelerini ortaya koymaktır.
The relationship between urban life and civilization, which has developed in the historical process, has led to the recognition of the city as the cradle of civilization, as well as the perception of behaviors such as politeness and good manners as characteristics specific to urban people. The emphasis of Ruşen Keleş is on the fact that the city is a phenomenon that gives people the awareness of protecting the values of the city and its environment, instilling awareness and responsibility of urbanity and the city is a mirror of the economic and social systems. This relationship established between the city and the people living in the city has resulted in the reflection of all the characteristics of the social structure to the city, together with its beauties and diseases. Keleş has attributed a special importance to the urban consciousness, especially in terms of the solution of urban and urbanization problems in Turkey. The aim of the study is to examine the concept of urban awareness through the conceptual framework and emphasis of Keleş and to reveal his evaluations on the cities of Turkey and the urbanization process.
