Soğuk Savaş’ın ardından belirsizliğe savrulan Orta Doğu rejimleri, Amerika Birleşik Devletleri (ABD) önderliğindeki uluslararası koalisyonun 2003’te Irak’a yaptığı müdahaleyle çözülme sürecine girmiş, 2011 isyanlarıyla toplumsal dönüşüme ve taleplere cevap verememiş ve devletler çözünmeye hatta Suriye’de olduğu gibi iflas etmeye başlamıştır. Bu süreci anlamlandırmaya yardımcı olacak pek çok unsuru Orta Doğu’da modern devletin temellerinin atıldığı, ulus-devlet inşasının somutlaştığı manda yönetimleri döneminde bulmak mümkün. Bu çalışmanın amacı, Orta Doğu’da günümüzde yaşanan etnik ve/veya dinsel çatışmaya ya da merkezi otoritenin reddine bağlı olarak yaşanan siyasi istikrarsızlığın ana kaynağının bölgedeki devlet inşası süreciyle ilgili olduğunu ortaya koymaktır. Çalışma, modern devletin tanımını ve modern devlete ilişkin kuramsal tartışmaları hatırlatarak, Orta Doğu’da modern devletin kuruluş aşamalarındaki unsurları, devlet inşasının sorunlu yapı ve sürecinin günümüze çokça yansıdığı Irak ve Suriye örnekleri üzerinden incelemektedir.
After the Cold War, the Middle Eastern regimes, which have become uncertainty, have entered the settlement process by the intervention of the international coalition under the leadership of the United States (US) in 2003 in Iraq, with the 2011 rebellions not able to respond to social transformation and demands, and the states have begun to settle, even as in Syria. Many elements that will help to understand this process can be found in the period of the Manda governments where the foundations of the modern state were thrown down in the Middle East, where the nation-state construction was materialized. The aim of this study is to reveal that the main source of political instability due to the current ethnic and/or religious conflict in the Middle East or the rejection of the central authority is related to the state-building process in the region. The study reminds the definition of the modern state and the theoretical discussions about the modern state, examining the elements in the establishment stages of the modern state in the Middle East, through the examples of Iraq and Syria where the problematic structure and process of state construction are widely reflected to the present day.
