Abstract:

Poverty is a global problem seen in consequence of unequal and unfair sharing. Social assistance is the most effective policy tool to alleviate poverty. Although Turkey has a lot of experience in social assistance issue, it falls behind to build a system in accordance with established policy in this area. Social assistance is provided with a traditional understanding based on philanthropy. A scattered and complex structure has been seen in all area regarding social assistance. Although a systematic structure has been tried to be established by using the opportunities of developing technology in recent years, the current situtation has not reached the desired level. The purpose of the social assistance system is to reduce poverty, not to increase assistances. Alleviating poverty requires a well-planned systematic policy. It is foreseen that “participatory social assistance model” will succeed and struggle against poverty more effective. In this study, A new model with established principles and institutional structure that will be an alternative to the social welfare system is being implemented in Turkey has been put forward from a liberal perspectiveusing the documentary literature review method.
