Abstract:

As the world’s population ages as a social policy tool, older policies are among the topics of special importance. The United Nations Human Development Report emphasizes that children and persons with disabilities in society are also the most vulnerable groups affected by disasters and the risks arising from climate change. Elderly individuals may need help while meeting their special needs in their normal life due to chronic diseases, physical disabilities, hearing and vision loss. In emergencies such as hot and cold weather conditions and epidemic conditions, they make the health status of the elderly people with chronic illness worse, they make the population that needs to be protected in threatening their lives. Since they are more defensive and vulnerable under disaster risks than other individuals, we see the elderly as one of the disadvantaged groups in emergency and disaster preparation, disaster intervention and post-disaster aid mechanisms that must be addressed in particular in our country. This study aims to study the measures, practices and results developed against their specific situations due to chronic diseases and physical disabilities of older individuals, their vulnerabilities (sensitivities) that cause them to move slowly than young individuals, and to develop recommendations for our country in the light of World Examples. The study examines the services, measures taken and examples of corporate structure for elderly groups in certain emergencies and disasters in the United States, Japan and European countries. In our country on the subject, local governments, central and residential agencies are presenting recommendations for the development of the emergency and catastrophic catastrophic management planning processes for the elderly. As a result, a social policy ground in line with catastrophic management will increase the local catastrophic intervention capacity in all aspects and the society's catastrophic resistance.
