Abstract:

In the Ottoman state administration, the disadvantages in macro balances have felt their effects, despite time differences from the center to the center, in a constant flow. This situation, which can be defined as similar to the center of the town, is like the negative events in the metropolitan cities in the modern world after some time reach the most expensive rural settlements. Social-government relations, individual-government relations, individual-government relations, official-government relations, etc. Conflicts in many formal and informal areas of social contact can be regarded as outcomes of general function. In this direction, the complaints reflected from the Tortum accident to Divan-i Hümayun provide a set of line ends in relation to the lighting of the period.
