Abstract:

Migrations, which have been effective in the change and development of the social structure, have left great marks throughout history. Today, it is possible to find these traces of the past in the names of places and historical ruins. When we look at the migration process in Turkey, it is seen that urban politics and Marshall aid, which has great effects on country's economic, political, cultural and many other fields, started the mechanization in agriculture, decreased the need for human labor with the transition to the modern process and eventually, triggered the rural-urban migration. As a result of migration, relations between local people and immigrants, adaptation processes, urban perception and urban security are important aspects in terms of “safe city” approach. In the study, the neighborhoods which have immigration and socio-spatial segregation in Denizli were examined in the axis of safe and inclusive cities. In this context, the effects of poverty and unemployment caused by immigration on security through socio-cultural changes were examined and evaluated, focusing on basic legal processes, planning processes, current situation, urban perception, and the phenomenon of safe cities. Karşıyaka Neighborhood was evaluated as the case study area, in terms of “safe city” parameters and indicators and several planning parameters were proposed for creating safe cities in immigrant neighborhoods.
