This study is based on the belief that Air Tasking Order (ATO), the final product of air force operational level planning process, cannot be produced automatically. A visual modeling language is proposed to help planners’ problem solving process. The language named Visual Modeling Language for Air Operations Planning (VIMLAOP) has been designed for three purposes. First is to help problem solving by means of external cognition and increasing the memory and processing resources available to the planners. Second is to provide a framework for decision support algorithms of the sub-problems of ATO production process. So, planners will focus on the critical points of strategy development by delegating the details to decision support algorithms. Third is to ease communication among planners and executers by visualizing the ATO. Within this context, VIMLAOP has been designed according to established principles and usability of it has been surveyed against the established criteria.
