Britanya’nın Osmanlı İmparatorluğu’nun bağımsızlığını ve toprak bütünlüğünü koruma politikası, 19. yüzyılın büyük bir bölümünde, dönemin uluslararası ilişkilerini etkileyen temel dış politika stratejilerinden birini oluşturmaktadır. Fakat neredeyse tüm 19. yüzyıl boyunca devletler arası ilişkileri anlamak için temel bir veri olarak aldığımız Britanya’nın Osmanlı İmparatorluğu’nu koruma politikasını hayata geçirmesi, 18. yüzyılın sonundan itibaren yavaş yavaş şekillenmeye bağlaşan bir süreç dâhilinde ve ciddi kırılma noktaları ve kopuşlarla beraber olmuştur. Bu çalışmada söz konusu sürece (1791-1833) odaklanılarak Britanya’nın Osmanlı İmparatorluğu’nu koruma politikasını oluşturan sebeplerin açığa çıkarılması hedeflenmiştir. Bu bağlamda çalışma içerisinde 18. yüzyılın sonundan itibaren Britanya dış politikasının gündemine giren ve 1833 Hünkâr İskelesinin ardından devletin resmi dış politika stratejilerinden biri haline gelen Osmanlı İmparatorluğu’nu koruma politikasının hayata geçirilmesi sürecine, Britanya’nın dünya politikasında meydana gelen değişimler bağlamında bakılmıştır ve süreçte Britanya’nın 1815 sonrası dünya hegemonu olarak ortaya çıkmasının, Hindistan’ın güvenliği meselesinin ve 19. yüzyılın boyunca Rusya ile giriştiği ekonomik ve ticari kazancı da içeren hegemonya yarışının etkisinin altı çizilmiştir.
Britain's policy of protection of the independency and territorial integrity of the Ottoman Empire is one of the main foreign policy strategies that influenced the international relations of the period for most of the 19th century. But the implementation of this policy, which we have taken as a basic data for understanding the international relations throughout almost the 19th century, has been a process that has gradually begun to take shape since the end of the eighteenth century. And serious breaking points and disengagements were also observed in this process. This study aims to reveal the reasons of British policy of Ottoman Empire by focusing on this process (1791-1833). In this context, the study examines the process of the implementation of the policy of protection of the independency and territorial integrity of the Ottoman Empire, which has been on the agenda of British foreign policy since the end of the 18th century and became one of the official foreign policy strategies of the state following the treaty of Hünkâr İskelesi (1833) in the context of the changes in Britain’s world politics. In this regard, the impacts of Britain’s post-1815 hegemonic power position, the issue of Indian security, and the hegemonic competition with Russia on economic and commercial gain during the 19th century is also emphasized in the study.
