Hükümetlerin yapmayı veya yapmamayı tercih ettikleri şeyler olarak tanımlanan kamu politikaları içerisinde konut politikaları önemli bir yer tutmaktadır. Konut politikalarında, toplumun farklı aktörleri rol oynasa da temel belirleyici aktör resmî kurumlardır. Buradan hareketle, hükümetler tarafından ortaya konulan hükümet programları konut politikalarının şekillenmesinde önemli bir yol haritası çizmektedir. Türkiye’de 1980 sonrası süreçte siyasal ve yönetsel alanda meydana gelen değişim ve dönüşüm konut politikalarını da etkilemiştir. Bu çerçevede, 1980 sonrası süreçte Türkiye’de konut politikalarının gelişiminin, hükümet programları çerçevesinde incelenmesi çalışmanın temel amaç ve hedefidir. Bu amaç doğrultusunda hazırlanan çalışma kapsamında, ilk olarak 1980 öncesi dönemde Türkiye’de konut politikaları genel hatlarıyla ele alınmakta, 1980 sonrası süreçte konut politikalarındaki dönüşüm irdelenmektedir. Nitel araştırma yöntemlerinden içerik analizi ve tarihsel yöntemden yararlanılan çalışmanın temel bulguları hükümetler tarafından oluşturulan programların dönemsel bazda farklılık gösterdiği, özellikle 2000 sonrası süreçteki hükümet programlarında toplu konut uygulamalarına ve hedeflerine daha fazla yer verildiğidir.
Housing policies have an important place in public policies, which are defined as the things that governments prefer to do or not to do. Although different actors of the society play a role in housing policies, the main determining actor is official institutions. From this point of view, government programs put forward by governments draw an important roadmap in shaping housing policies. The changes and transformation that took place in the political and administrative fields in Turkey during the post-1980 period also affected housing policies. In this framework, the main aim and target of the study is to examine the development of housing policies in Turkey in the post-1980 period within the framework of government programs. Within the scope of the study prepared for this purpose, firstly, housing policies in Turkey in the pre-1980 period are discussed in general terms, and the transformation in housing policies in the post-1980 period is examined. The main findings of the study, which used content analysis and historical method from qualitative research methods; that the programs created by the governments differ on a periodic basis, especially in the post-2000 government programs, mass housing practices and targets are given more place.
