This study focuses on Hilmi Ziya Ulken’s idea of the state. According to his own words, the state model he presented with his conceptualization of the state of the ranks is not utopian in character. It is a future vision of the changing, transforming and ever-evolving state reality as encountered in political theory. Within the scope of the study, this paper puts forward the relationship between this humanist perspective and Ulken’s idea of the state by focusing on the search for humanism against the political-intellectual expansions that focus on determining the content of the Turkish national identity. It will be seen that the Turkish thinker evaluates the universal humanistic values in the line of development of the One World Civilization and bases the model of the state of rank, which is the future form of rule, on the same humanistic values.
