Türkiye’de İhracat ve Yatırım Teşvikleri Arasındaki İlişki: ARDL Sınır Testi

Abstract:

Küresel ekonomiyle bağlı olarak, ülkeler ekonomik kalkınma ve refah düzeylerini arttırmak için sosyal, politik ve ekonomik alanlarda faaliyet göstermektedir. Bu bağlamda, ülkelerin hangi sektörlere, nasıl ve ne ölçüde müdahale etmesi gerektiği tartışma konusudur. Genellikle devlet teşvikleri olarak adlandırılan bu müdahaleler, ülkelerin piyasa üzerinde ekonomi politikası araçlarını kullanarak stratejik hedeflerine ulaşmaları için kullandıkları en önemli araçlardır. Türkiye’de üretim ve ihracat potansiyelini arttırmayı hedefleyen yatırım teşvikleri, uluslararası rekabet ortamının oluşturulması ve katma değerli ihracat vasıtasıyla rekabet avantajının sağlanması için büyük önem arz etmektedir. Çalışma kapsamında Türkiye’de 2001-2019 yılları arasında Türkiye’de gerçekleştirilen yatırım teşvikleri ile ihracat hacmi arasındaki ilişkiler hem genel hem de sektörel olarak analiz edilmiştir. Analizler kapsamında kısa ve uzun dönemli ilişkileri değerlendirmek amacıyla ARDL sınır testi, nedensellik ilişkilerini incelemek için ise Toda-Yamamato nedensellik testi kullanılmıştır. Analizler sonucunda, genel ve sektörel yatırım teşviklerinin ihracat hacmini uzun dönemde olumlu yönde etkilediği tespit edilmiştir. Buna ek olarak, toplam ihracat ve hizmet sektörü ihracatından yatırım teşviklerine doğru tek yönlü bir nedensellik ilişkisini bulunduğu görülürken, tarım sektöründe gerçekleştirilen yatırım teşvikleri ile tarım ihracatı arasında iki yönlü bir nedensellik ilişkinin olduğu tespit edilmiştir.

Relationship Between Export and Investment Incentives in Turkey: ARDL Border Test

Depending on the global economy, countries operate in social, political and economic areas to increase their economic development and well-being levels. In this context, it is the subject of discussion which sectors, how and to what extent countries should interfere. These interventions, commonly referred to as state incentives, are the most important tools that countries use to their strategic goals using their economic policy tools on the market. Investment incentives aimed at increasing the production and export potential in Turkey are of great importance for the creation of an international competitive environment and for the provision of competitive advantage through added value exports. In the framework of the study, the relations between the investment incentives in Turkey between 2001-2019 and the volume of exports were analyzed both generally and industrially. In the framework of the analyses, the ARDL limit test was used to evaluate short and long-term relationships, while the Toda-Yamamato causality test was used to study causality relationships. The results of the analysis have found that general and industrial investment incentives have a long-term positive impact on export volume. In addition, the total export and service sector appears to have a one-way causal relationship from export to investment incentives, while the two-way causal relationship between investment incentives performed in the agricultural sector and agricultural export has been found.

Associated with the global economy, countries operate in a wide range of social, political and economic in line with economic development and welfare targets. In this regard, it is argued how and to what extent countries will intervene in which sectors. These interventions, which are generally called as governmental incentives, are the most important tools for countries to achieve its strategic goals by using economic policy tools on the market. Investment incentives that have aimed to increase production and export potential in Turkey, are important to create international competition and to ensure competitive advantage through value-added exports. General and sectoral relationships between exports and investment incentives in Turkey has been analyzed for the periods of 2001-2019 in this paper. In the scope of study, ARDL Bound test has been applied in order to analyze short and long term relationships. Then, causality relationships have been examined via Toda-Yamamoto causality test. As a result of the analyzes, it was determined that general and sectoral investment incentives have positive effects on export volumes in the long run. In addition, while there is a unilateral causality relationship from total exports and service sector exports to investment incentives, it is found that there is a bilateral causality relationship between the agricultural investment incentives and agricultural exports.
