Abstract:

By 1991, Kazakhstan, one of its countries within the Soviet Socialist Republics Union, had a state-owned economic and centralistic administrative structure. The increasing centralization and the difficulties of the Soviet regime and its governance have made it necessary for a series of administrative reforms to be carried out over time. The reforms that were carried out could not prevent the dissolution of the Union, resulted in the declaration of independence of the states in the Soviet Union, including the Republic of Kazakhstan. Since the disfunction of the devastated Soviet system constitutes a barrier to the development of independent Kazakhstan, a series of administrative reforms have been carried out in Kazakhstan. This study examines the structure of public administration in Kazakhstan after independence and the reforms carried out. The study aims to be able to comprehensively look at the Kazakh government reforms and to analyze the scope of the reforms. The reforms have been initially taken into account by first-hand examination. The method of study is based on the analysis of primary resources and the review of secondary resources. The study finds that the reforms carried out in Kazakhstan are built on the principles of the concept of the New Public Administration. The public administration reform in Kazakhstan can be divided into three stages: construction (1991-2001), modernization (2002-2011) and development (2012-2021)
