Demokratik hayat halkın iradesine dayanmaktadır. Halkın iradesini yansıtan siyasi iktidarın, hukuk devletinin sınırları içinde devleti yönetme yetkisini devletin diğer kurumlarıyla paylaşmaya zorlanması kabul edilemez bir durumdur. Bu çalışmada vesayetçi anlayışın ülkemizdeki etkileri özellikle 1960-1980 ve 1980 sonrası olmak üzere karşılaştırmalı olarak incelenecektir. Öncelikle vesayet kavramına ve Türkiye’de askerî ve bürokratik vesayetin tarihsel köklerine değinilecektir. Daha sonra 1960 Askerî Darbesi sonrasında kurumsallaşan vesayet odaklarının Türkiye siyasetine etkisi yorumlanacaktır. 1980 Darbesi ile anayasal bir kimliğe kavuşan askerî ve bürokratik vesayetin 1980’li ve 1990’lı yıllar boyunca aldığı şekil, 28 Şubat 1997 Darbesi’ne kadar vesayetin muhtelif türlerini siyasette etkin kılmıştır. Karşılaştırmalı tarihsel analizin uygulanacağı bu çalışma, söz konusu vesayet odaklarını açıklama amacı taşımaktadır. Bu bağlamda Tek Parti Dönemi’nde seçilmişler ve atanmışların iş birliğinin varlığının yanı sıra parti-devlet bütünlüğü doğrudan ve olağanlaştırılmış bir vesayeti kurumsallaştırırken, Demokrat Parti iktidarında vesayete mesafe koyulduğu iddia edilecektir. Ne var ki, çok partili Türkiye siyasetinde de sivil, askerî ve bürokratik vesayetin etkisi hiç eksik olmamıştır. Aslen 1961 Anayasası’nın kurduğu sistem, askerî ve bürokratik vesayete yasal bir zemin sunmuştur ve teknokratik vesayet denemesini de içeren bu çok aktörlü yapı diğer vesayet odaklarının Ordu’ya bağlı çalıştığı izlenimi vermiştir. 1980 sonrasında askerî vesayetin tek belirleyici olduğu ve fakat diğer vesayet odaklarının da onun hizmetinde ya da paralelinde söylem ve eylem ürettiği bir form kazanmış ve bu birlikteliğin son örneği 28 Şubat 1997 Darbesi olmuştur. Türkiye siyasetine etki eden vesayet odakları 2000’li yıllarda da var olmaya devam etmiştir. Ne var ki, bu çalışma, 1980 sonrası vesayeti 1997’ye kadar inceleyip 2000’li yılların ayrı bir çalışma konusu yapılmasını önermektedir. Democratic life is based on the will of the people. It is unacceptable that the political power, which reflects the will of the people, is forced to share its authority to govern the state within the boundaries of the rule of law with other institutions of the state. In this study the effects of tutelage in Turkey will be analyzed comparatively, especially between 1960-1980 and after 1980. First, it will be referred to the concept of tutelage and to the historical roots of bureaucratic and military tutelage. Then the influence of the tutelage which was institutionalized after the 1960 Coup on Turkish politics. The military tutelage, which gained a constitutional identity with the 1980 coup, enabled various types of tutelage in politics during the 1980s and 1990s, until the 28th February Coup. This study, in which the comparative historical analysis method will be applied, aims to explain the mentioned centers of tutelage. In this context, while the party-state integrity institutionalized a direct and ordinaryized tutelage, along with the cooperation that was elected and appointed during the Single Party Period, it will be claimed that the Democratic Party rule put a distance from tutelage. However, the influence of the military and bureaucratic tutelage has never been disappeared in this multiparty Turkish politics. The system established by the 1961 Constitution provided a legal basis for military and bureaucratic tutelage, and this multi-actor structure including the technocratic trial of tutelage gives an impression that all other tutelage centers worked under the Military. It gained a form in which military tutelage was the only decisive after 1980, but other tutelage centers also produced rhetoric and action under the influence of or in parallel with it. The latest example of this association was on February 28, 1997 Coup, Turkey has influence on politics. The tutelage centers survived in the 2000s, too, however this study brings the issue until 1997 and offers the 2000s as a part of different studies.
