II. Dünya Savaşı geride siyaset bilimciler için çözülmesi gereken önemli sorular bırakmıştır. Bu sorulardan biri demokrasilerin istikrarlı olmasının ya da çökmesinin neye bağlı olduğuna yöneliktir. Gabriel A. Almond ve Sidney Verba bu sorunun cevabının siyasal-kültürel olduğunu düşünmüşlerdir. Bu düşünce onları 5 ülkede (ABD, İngiltere, Almanya, İtalya ve Meksika) yürütülen kapsamlı bir çalışma yapmaya yöneltmiştir. Bu çalışma ?The Civic Culture' adı altında 1963 yılında yayınlanmıştır. Bu çalışma ile beraber siyasal kültür de bir kuram olarak ortaya çıkmıştır. Bu makalenin amacı, ?The Civic Culture' çalışmasının ve ona yöneltilen temel eleştirilerin kapsamlı bir değerlendirmesini yapmaktır.
