Abstract:

Although bureaucracy is sometimes associated with negative adjectives, it is an approach that allows things to be carried out in an orderly manner. It is thought that this work, which has advice that is still valid today, maybe one of the pioneers of bureaucracy. In this study, the pioneers of bureaucracy will also be researched in the work of Nizamülmülk, which is still given importance in her age and today, in the political book. It is thought that nothing emerges out of nowhere, everything is seen for certain reasons, and it emerges through certain stages. Based on this idea, it can be said that bureaucracy has emerged in different forms throughout history. The division of labor, expertise and merit, rules, hierarchical structure, separation of personal rights and property, and official rights with the property of the bureaucracy is based on and the advice in the siyasetnama is examined.
