Okul müdürleri, eğitim denetmenlerinin (müfettişlerinin) yaptığı inceleme ve soruşturma görevinin aynısını muhakkiklik (denetçilik) görevi adı altında yapmaktadır. Bu süreçte okul müdürlerinin yararlanabilecekleri kaynakların başında İnceleme Soruşturma ve Ön İnceleme Rehberi gelmektedir. Bu açıdan söz konusu rehberin ilgilerce nasıl kullanıldığı ve yasal belgelerle ilişkisi önemlidir. Araştırmada, en az bir kez muhakkiklik görevi yerine getirmiş okul müdürleri ile eğitim denetmenlerinin (müfettişlerinin); muhakkiklik görevi ve Millî Eğitim Bakanlığı İnceleme Soruşturma ve Ön İnceleme Rehberi’ne ilişkin görüşlerini belirlemek ve rehberi yasal belgeler temelinde analiz etmek amaçlanmıştır. Araştırmada nitel desende iki yöntemden yararlanılmıştır. Rehbere ilişkin görüşlerin alınması “görüşme yöntemi” ve “rehberin ve ilişkili yasal belgelerin incelenmesi” ise doküman incelemesi yöntemi ile gerçekleştirilmiştir. Buna göre çalışma dokümanı, İnceleme Soruşturma ve Ön İnceleme Rehberi iken; çalışma grubu, İzmir ili Buca, Bornova, Gaziemir, Karabağlar, Konak ilçelerinde görevli okul müdürleri arasından amaçlı örnekleme yöntemlerinden maksimum çeşitleme ile belirlenen daha önce en az bir defa muhakkiklik görevi yürütmüş 14 okul müdürü ve 6 müfettiştir. Araştırmanın görüşme aşamasında sonuç olarak; okul müdürlerinin muhakkiklik görevini angarya bir iş olarak gördükleri, kendilerini muhakkiklik konusunda yetersiz hissettikleri, soruşturma rehberinin bilinirliğinin düşük olduğu sonuçlarına ulaşılmıştır. Araştırmanın doküman analizi kısmında ise rehberin büyük oranda güncel olmadığı sonucuna ulaşılmıştır. Araştırmanın sonuçlarına dayalı olarak muhakkiklik görevin ya müdürlerden alınması ya da daha profesyonel yapılabilmesi adına eğitimleri ve görevleri kapsamına alınması ile İnceleme Soruşturma ve Ön İnceleme Rehberinin yasal ve alanyazınsal belgeler temelli sürekli güncellenmesi önerilerinde bulunulmuştur
School principals perform the same examination and investigation duties as educational supervisors under the name of the duty of inspector. In this process, one of the most important resources that school principals can benefit from is the Guide to Investigation and Preliminary Investigation. In this respect, it is important how this guide is used by those concerned and its relationship with legal documents. In this study, it was aimed to determine the opinions of school principals and education supervisors (inspectors) who have performed at least one duty as an investigator about the duty as an investigator and the Ministry of National Education's Guidelines for Investigation and Preliminary Investigation and to analyze the Guidelines based on legal documents. Two methods in qualitative design were utilized in the study. The "interview method" was used to obtain opinions on the guide and the "examination of the guide and related legal documents" was carried out by document analysis method. Accordingly, while the study document was the Guideline for Investigation and Preliminary Investigation, the study group consisted of 14 school principals and 6 inspectors who had served as an investigator at least once before, who were selected from among the school principals working in Buca, Bornova, Gaziemir, Karabağlar, Konak districts of Izmir province by maximum variation among purposive sampling methods. In the document analysis part of the research, it was concluded that the guide is largely outdated. Based on the results of the research, it was suggested that the duty of being an investigator should either be taken from the principals or be included in the scope of their training and duties to make it more professional, and that the Investigation and Preliminary Investigation Guide should be constantly updated based on legal and literary documents.
