Abstract:

şeyden evvel o ilmin esas mefhumlarının ve mebadisinin [ilkelerinin] sahih ve tam bir surette bilinmesi ile mümkündür. Bu esas mefkut oldukça [ortada olmadıkça], o ilmin münferit bahisleri hakkında en kıymetli tetkikler bile faydalı olamaz. Çünkü her şeyden evvel ciddi ve itimat olunabilir kari bulmak mümkün olamaz. Binaenaleyh bir ilmin mahallileşmesi ve millileşmesi için ilk şart, müspet bir surette bu mebadinin iyice anlaşılması ve bilhassa tamim etmesidir [genele yayılmasıdır]. Yalnız bu, ilk şart olmakla beraber hiç şüphesiz ilmî faaliyetin nihai gayesi de olamaz.
