Sinemanın hem “olan”ı hem de “olması gereken”i gösterme işlevi vardır. Özellikle ikinci işleviyle birlikte sinema, toplumların değişimi ve dönüşümü açısından oldukça önemlidir. Bu, Türk sineması için de geçerlidir. Türk sinemasının ilk ortaya çıktığı yıllarda ülke nüfusunun büyük ölçüde kırsal alanda yaşaması, imkânların kısıtlı olması ve engellilik, sinemaya erişimi zorlaştırmaktaydı.
