Started on August 8, 2008, the five-day Russian-Georgian conflict has become a turning point for Caucasian politics. A new emerging geopolitical balance in the Caucasus changed the situation, provided for a new conjuncture and caused the regional actors to change their policies. Under these circumstances, Turkey has started to re-structure her Caucasian policy as well. In this framework, Turkey, one of the most important actors of the region, swiftly initiated the Caucasus Cooperation and Stability Platform and normalization process in terms of relations with Armenia in the Caucasus. Turkey’s new proactive Caucasian policy and particularly normalization process with Armenia have caused tension over TurkishAzerbaijani relations.” In this study, it is proposed that Turkey-Azerbaijan relations have remained at the level of discourse dimension instead of expected strategic level. Furthermore, in the bilateral relations, concrete cooperation materialized only in energy field, but it could not widen into the political sphere. However, Turkey has begun to redesign its Caucasus policy in the era of Davutoglu and in this context; it has been aimed to raise relations between Azerbaijan and Turkey to the strategic dimension
