Özet:

This article analyses the reasons of the lack of politics of homelessness in relation to strategies that homeless people develop against this political omittance, in the example of Beyoglu district of globalizing Istanbul. The findings of this research are based on semi-structured interviews conducted with homeless people and phenomenological-interpretative analysis of these interviews. The leaders of some public institutions consider homeless people as ‘free, irresponsible, and preferring to live in the street’, and this reflect the homo-autonomous man of neoliberal ideology which definitely play a role in the lack of politics of homelessness. This kind of definition of homeless people results in deprivation of even the most urgent social services such as shelter. Nonetheless, homeless people develop strategies from the beginning of the first days of homelessness in the city in which even a permanent shelter service for homeless people does not exist. People who experience homelessness for the first time generally adopt the strategies developed by experienced homeless people. In other words, ‘free and autonomous man’ of neoliberal ideology, i.e. homeless people, reinterpret and reshape public and urban space and the structural boundaries drawn by the lack of politics of homelessness which are direct results of neoliberal politics.
