Özet:

The process of Turkey’s membership in the European Union (EU) has passed half a century; it is a controversial and long process. Many different phases have been opened throughout the membership process in 1999; the development of Turkey in the membership process and the efforts to adjust to the union are closely monitored / monitored. One of the most important achievements of Turkey in the process of joining the Union is without a doubt the social development it achieves as a result of its determination and efforts to bring its social policy legislation and practice to the EU level. In addition to the other conditions required for full membership, the legislation and practices on social policy from all countries in the membership process are expected to be harmonised with the implementation of the unity and the agreement. In accordance with this requirement for full membership, Turkey has amended or revised most of its legislation with work and social content. In the framework of the study, the main indicators and regulations relating to the social policy in the process of membership of Turkey to the EU; work law, occupational health and security, social dialogue, social protection, trade union rights and freedoms, employment strategies and efforts to harmonize in the fields of fighting discrimination between women and men have been analyzed in this framework, policy suggestions for further development and harmonisation have been presented. In comparison with the work, it can be said that the full membership process in Turkey has a positive contribution to the development of social content laws; that the positive contribution can be made at very noticeable levels in the extension of the social protection provided by the laws and the scope of the laws.

Turkey’s half-century-long membership initiatives to the European Union (EU) is a long and controversial process. This process gained new momentum in 1999, and the EU initiated many different negotiation chapters, where Turkey’s progress in the membership process and its efforts to cohering with the union were/are being monitored closely. One of the noticeable achievements of Turkey in this process is undoubtedly the social development thanks to its determination and efforts to transform its social policy legislation and practices to keep up the EU. In addition to the other conditions required for full membership, all countries in the membership process are expected to adapt their social policy legislation and practices to union practices and acquis. Accordingly, Turkey has modified or revised most of its employment and social legislation. Ultimately, the present study discusses Turkey’s efforts to cohere the leading indicators and regulations in social policy, labor law, occupational health and safety, social dialogue, social protection, union rights and freedoms, employment strategies, and combating gender discrimination to EU and offers policy recommendations for further development and cohesion. The acquis comparison may lead us to assert that the full membership process of Turkey has substantial contributions to the generation of laws with social issues and that such contributions have been realized at rather unprecedented levels in the degree of social protection to individuals by laws and the expansion of the scope of the laws.
