Abstract:

Türkiye Cumhuriyeti bulunduğu istikrarsız coğrafyadan kaynaklanan sürekli bir güvenlik endişesi taşımaktadır. Çalışmanın amacı, Soğuk Savaş sonrasında Orta Doğu ve Doğu Akdeniz için farklı platformlarda yapılan tehdit ve risk değerlendirmelerini bir bütünlük içerisinde ele almak, Türkiye’nin güvenliğine yönelik etkilerini ortaya koymaktır. Konunun önemi, Türkiye Cumhuriyeti’nin bekasının ve bölgesel aktör olabilmesinin yolunun Orta Doğu ve Doğu Akdeniz’deki gelişmeleri iyi değerlendirmekten geçtiği düşüncesinden kaynaklanmaktadır. Bu çalışmanın teorik çerçevesini; dünya haritasının fiziksel, siyasal, kültürel, dini ve etnik olarak değiştirilme sürecini başlatan ve dünyanın sosyal olarak inşa edildiği argümanına dayanan konstrüktivizm (sosyal inşacılık) kuramı ile “Genişletilmiş Orta Doğu ve Kuzey Afrika Projesi” oluşturmaktadır. Çalışmanın bulguları; bölgedeki etnik ve dini esaslara dayalı terörizm, uluslararası göç, antidemokratik yönetim şekilleri, büyük güçlerin enerji kaynak ve koridorlarını kontrol etme mücadelesi, Filistin devleti özelinde Arap-İsrail anlaşmazlığı ve benzeri sorunların varlığını sürdüreceği ve bölgeden kaynaklanan risk ve tehditlerin Türkiye dâhil olmak üzere bölge güvenliğini etkilemeye devam edeceği şeklindedir.

Abstract:

Turkey is constantly concerned about the unstable geography in which it is located. The aim of the study is to address the threats and risk assessments made on different platforms for the Middle East and the Eastern Mediterranean after the Cold War in a whole, to reveal the effects on Turkey’s security. The importance of the subject is derived from the idea that the way of the Republic of Turkey to be a regional actor is through a good assessment of the developments in the Middle East and Eastern Mediterranean. The theoretical framework of this study is the "Elarged Middle East and North Africa Project" with the theory of constructivism (social construction) which initiates the process of the physical, political, cultural, religious and ethnic transformation of the world map and is based on the argument that the world is socially built. The findings of the study are the terrorism based on ethnic and religious principles in the region, international migration, anti-democratic forms of governance, the struggle of the great powers to control energy resources and corridors, the existence of Arab-Israeli disputes and similar issues in the Palestinian state, and the risks and threats arising from the region will continue to affect the security of the region, including Turkey.

The Republic of Turkey is in an incessant state of security concerns due to the unstable region of which she is a part. The purpose of this study is to take the post-Cold War threat and risk assessments conducted by various platforms for the Middle East and Eastern Mediterranean into consideration in their entirety and reveal their impact on Turkey’s security. The importance of the topic is rooted in the idea that the continuation of the Republic of Turkey and the path for her to be a regional actor depends on evaluating the developments in the Middle East and Eastern Mediterranean accurately. The theoretical framework of this study consists of “the Broader Middle East and North Africa Initiative” and of constructivism which argues that the world is socially built and which is based on the argument that initiates the process of physical, political, cultural, religious, and ethnic transformations of the world map. The study concludes that the ethnic and religious terrorism, international migration, anti-democratic forms of government, the great powers’ struggle for controlling the energy resources and corridors, Arab-Israeli conflict regarding Palestine and similar problems in the region will persist and that the risks and threats arising in the region will continue to affect the security of the countries in the region including Turkey.
