Osmanlı toplumunda vergi kaynaklarının tespiti için düzenli defterler tutulmuş olup özellikle tahrir ve temettüât defterlerinde değirmenlerden bahsedilmiştir. Değirmenler bir bölgenin su kaynakları hakkında ipuçları verebildiği gibi kimi zaman da vergi unsuru olmalarından dolayı, bağlı bulundukları vakıfların iktisadî teşekkülleri olarak kaynaklarda belirtilmişlerdir. Silistre Sancağı’nda olduğu gibi su kaynaklarının fazlaca bulunduğu yerlerde çok sayıda değirmenin yapılması iktisadî açıdan daha fazla gelir elde edilmesi, toplum açısından günlük hayatın kolaylaşması, refahın artması anlamlarını taşımış olsa da esas olarak bu durum, vakıf kurucusu padişahların, devlet adamlarının ve varlıklı kişilerin hayırseverliklerini akla getirmektedir. Çalışmada çeşitli kaynaklardan yararlanarak Doğu Rumeli’de kurulmuş değirmenler mülkiyet bakımından ele alınacaktır

In the Ottoman society, regular registry books were kept to determine the sources of taxes; being one of tax sources, the mills were mentioned especially in the tahrir and temettüât books. As well as revealing clues about water sources in a region, the mills were sometimes mentioned in the registry books as a commercial entity of the waqf they were affiliated to because they were tax elements. Although the construction of many mills in the places where there are a lot of water resources, as in Silistre Sanjak, was meant more income, increased wealth and comfort in daily life from the economics and social aspects respectively, fundamentally, this situation reminds us of the philanthropic attitudes of Ottoman sultans, statesmen and the riches as founders of charitable institutions. In this study, the mills established in Eastern Rumelia will be discussed in terms of ownership and proprietary based on various sources.
