İnsanlar ihtiyaçlarını karşılamak için örgütlenirler. Bu örgütler yönetilmezlerse amaçlarına ulaşamazlar. Okullar da birer örgüttür. Okullar yönetilmek kadar denetlenmeye de ihtiyaç duyar. Ancak denetimin nasıl ve kimler tarafından gerçekleştirileceği önemli önemlidir. Bu araştırmanın amacı, okul müdürlerinin muhakkik olarak görevlendirilmelerinin okuldaki yönetim işlerine ile inceleme ve soruşturma işlemlerinin sağlıklı bir şekilde yürütülmesine olan etkilerini okul müdürlerinin görüşlerine göre ortaya koymaktır. Araştırma nitel araştırma desenlerinden durum çalışması (çoklu durum çalışması) deseninde yürütülmüştür. Araştırmada kullanılan veriler yarı yapılandırılmış görüşme formları kullanılarak elde edilmiştir. Elde edilen veriler içerik analiz tekniği kullanılarak analiz edilmiştir. Araştırmada amaçlı örneklemin türlerinden biri olan maksimum çeşitlilik örneklemesi kullanılmıştır. Araştırmanın çalışma grubu, 2021-2022 eğitim-öğretim yılında Şanlıurfa’nın merkez ilçeleride yapan okul müdürlerinden oluşturulmuştur. Şanlıurfa’nın merkez ilçelerinde bulunan 13 anaokulu müdürü, 9 ilkokul müdürü, 7 ortaokul müdürü ve 5 lise müdürü olmak üzere toplam 34 okul müdürü oluşturmaktadır. Araştırma sonuçlarına göre muhakkiklik görevi yerine getirilirken okuldaki yönetimsel işlemlerinin ve eğitim-öğretimin aksadığı, okul müdürlerinin bu işin uzmanı olmadıkları ve bu görevlendirmeleri angarya bir iş olarak gördükleri, inceleme ve soruşturma dosyalarının sağlıklı bir şekilde hazırlanmadığı, görevlendirmelerin verimi olumsuz etkilediği sonuçları ortaya çıkmıştır. Okul müdürlerine göre ortaya çıkan bu sorunlara yönelik çözüm önerileri içerisinde; müdürlerin muhakkikliği uygulamasına devam edilmemesi ve vazgeçilmesi, müfettiş sayısının arttırılarak muhakkiklik iş ve işlemlerinin eskiden olduğu gibi müfettişler tarafından yapılmasına geri dönülmesi önerileri dikkati çekmektedir.

Schools need to be supervised as well as managed. However, it is important how and by whom the inspection will be carried out. This research aims to reveal the effects of the appointment of school principals as investigators on the administrative affairs of the school and the healthy conduct of the examination and investigation processes, according to the opinions of the school principals. A case study (multiple case study) pattern, one of the qualitative research designs, was used to answer the research quaetions. The required data for the research were obtained by using semi-structured interview forms. The obtained data were analyzed using the content analysis technique. Maximum variation sampling, which is one of the types of purposeful sampling, was used in the study. The study group of the research consists of 34 school principals, including 13 kindergarten principals, 9 primary school principals, 7 secondary school principals, and 5 high school principals in the city center of Şanlıurfa. According to the results of the research, it was revealed that the administrative procedures and education at the school were disrupted while the supervisory duty was being fulfilled, the school principals were not experts in this aspect of tasks, so they saw these assignments as drudgery, the examination and investigation files were not prepared properly, and the assignments negatively affected the efficiency of the school principals. According to the school principals, among the solutions and suggestions for these problems, it was stated that it is noteworthy that this practice should not be continued or abandoned however, the number of inspectors should be increased and the inspection works and procedures should be carried out by inspectors as in the past.
