Avrupa Birliği (AB) projesi ekonomik işbirliği gibi sınırlı bir amaçla yola çıkan fakat daha sonra Avrupa bütünleşmesi gibi çok iddialı bir hedefe doğru evrilen bir projedir ve Orta ve Doğu Avrupa ülkelerinin Avrupa Birliği’ne üye olmalarından sonra sosyal uyumun sağlanabilmesinin önemi artmıştır. AB içinde ekonomik gerekçelerle başlayan Avrupa bütünleşmesi barış içinde var olan bir tek Avrupa yaratılması amacını taşımaktadır. AB’de öncelikli olarak ekonomik alanda düzenlemeler gerçekleştirilmiş ve siyasal ve sosyal alandaki düzenlemeler sonra gündeme gelmiştir. Maastricht Antlaşması (1992) (Avrupa Antlaşması) ve Lizbon Antlaşmaları (2009) ile AB’nin yapısı siyasi bütünleşme için daha uygun hale getirilmiştir. 1992’de kurulan ve bu tarihten itibaren geliştirilmeye çalışılan Avrupa vatandaşlığı kavramı halklar arasındaki sosyal uyum ile birlikte AB’nin geleceğini belirleyecektir. Ayrıca Avrupa halklarını doğrudan etkileyen ve sosyal politikalar altında getirilen yeni düzenlemeler de bütünleşmenin seviyesini arttırmaktadır.
