Demokrasinin uzunca bir tarihi olsa da demokratikleşme 20. Yüzyıl’da otoriter yönetimlerden demokratik yönetimlere geçiş sürecinin artışı ile birlikte gündemi meşgul eden önemli konulardan biridir. Bu çalışma, demokrasi, demokratikleşme ve Türkiye’de demokratikleşme sürecinde karşılaşılan temel sorunlar etrafında demokratikleşmeye ilişkin tartışmalara katkı sunmayı amaçlamaktadır. Bu çerçevede ilk olarak demokrasinin tarihsel gelişim süreci ve anlamı ele alınmaktadır. Daha sonra demokratikleşme tanımlanarak demokrasiye geçiş ve demokrasinin yerleşmesi sürecine yönelik demokratikleşmenin çeşitli aşamalarından bahsedilmektedir. Son olarak Türkiye’de demokrasiye geçiş süreci ve demokratikleşme sürecinde karşılaşılan temel sorunlar incelenmektedir. Genel olarak demokrasiyi ve demokratikleşmeyi, özel olarak ise Türkiye’de demokratikleşme sürecinde ortaya çıkan sorunları konu edinen bu çalışmanın demokratikleşmeye ilişkin yapılan araştırmalara önemli bir kaynak olacağı düşünülmektedir. Türkiye’de 1946’da başlayan demokrasiye geçiş süreci sonrası askeri darbeler ve darbe sonrası hazırlanan anayasalarla getirilen vesayetçi kurumlar 2000’li yıllara kadar demokratikleşmenin önünde engel olmuştur. 2000’li yıllarda demokratikleşmeye ilişkin önemli düzenlemeler hayata geçirilmişse de siyasal iktidarı denetleme görevi olan muhalefetin işlevsizliğinin demokrasinin yerleşmesinde önemli bir eksiklik olduğu söylenebilir.
It is a long history of democracy, but it is a democratic 20. It is one of the important topics of the agenda in the century, along with the increase in the process of transition from authority to democratic governments. This study aims to contribute to the discussions about democracy, democracy and the key issues faced in the process of democracy in Turkey. This framework first addresses the process and significance of the historical development of democracy. It is later defined as democratization and the various stages of democratization towards the transition to democracy and the process of settlement of democracy. Finally, the main problems faced in the process of transition to democracy and the process of democratization in Turkey are examined. It is believed that this work, which concerns democracy in general and democracy, and in particular the problems arising in the process of democracy in Turkey, will be an important source of research on democracy. In Turkey, after the transition to democracy began in 1946 military coups and the constitutions prepared after the coup were brought to prevent democracy until the 2000s. Although important arrangements on democratization have been implemented in the 2000s, it can be said that the functionality of the opposition, which is the task of controlling political power, is a significant lack in the establishment of democracy.
