Abstract:

Public administration is a young-acceptable social science field that has become an academic discipline in the 19th century. This discipline was also born in America. Therefore, public administration is related to other fields of social science that builds on being social science. In this regard, it is necessary to pay attention to effective historical, contextual, primary, vocational and theoretical dynamics as long as the public administration can be placed in a theoretical axis/orientation. This study is aimed at focusing on the concept of ombudsman in the framework of governance, which is a new dimension theoretically achieved by public administration, based on the concepts of modernism and postmodernism. In fact, the management theory can be assessed as a concrete picture of the ombudsman and the direction that the different disciplines in public administration follow. In this context, the study requires to establish a link in the direction that the public administration theories follow and the development stage of the spread of the ombudsman worldwide.
