Abstract:

A significant part of the housing stock in Turkey needs conversion due to the risk of disasters, unhappy conditions and sociological problems. In addition, since 2003, the adoption of economic growth policies based on the construction sector has accelerated urban transformation activities. But the need to question the housing policy of this period has also arisen because of the different housing problems occurring in the output of urban transformation practices. The housing problem in Turkey, which began in the 1950s, is still ongoing. The problem that this work addresses is that there is no policy to solve the housing problem in our country. The objective of this study is to address the housing issue that arises from the Republic Period to the present in the context of periods and to reveal a critical perspective by examining the housing policies presented in the context of periods. This study is based on the literary scan of the conceptual framework, the study of the "home" title in development plans and the critical view of periods. In this context, the process from the proclamation of the Republic to the present has been divided into five periods in the context of political policies. First, the economic policy of the separate periods was revealed, then the housing policies produced in the corresponding period were examined. The policy was later criticized and the periodic causes of the housing problem were revealed. The criticism of the periodic context of the housing policies produced in the process between 1923 and 2019 and why these policies don’t bring solutions to the housing problems of the period is the original contribution of this study to literature.
