Azerbaycan dünyanın eski ve kültürel açıdan zengin tarihe sahip bölgelerinden birisidir. Azerbaycan`ın sahip olduğu eski ve zengin devletçilik geleneği Azerbaycan`ın ağır ve trajik anlarında defalarca kırılsa da, Azerbaycan halkı bu trajedileri atlatabilmiştir. XIX. yüzyılda Çarlık Rusyası ve İran arasında yaşanan savaşlar sonrası Azerbaycan toprakları bu iki devlet arasında bölünmüştür. 1917`den günümüze dek geçen yıllarda Azerbaycan`da Çarlık Rusya yönetimi yıkılmış ve ardınca 3 devlet kurulmuştur. Bunlar sırasıyla Azerbaycan Halk Cumhuriyeti (1918-1920), Azerbaycan SSC (1920-1991) ve Azerbaycan Cumhuriyeti`dir (1991`den günümüze dek). Başka bir ifadeyle Azerbaycan halkı XX. yüzyılın başlangıcından itibaren büyük bir bağımsızlık mücadelesi vermiş ve bir yüzyıl içerisinde iki kere bağımsızlık kazanmıştır. 1920 yılından itibaren Bolşevik yönetiminin kurulduğu, 1922 yılında ise Sovyetler Birliği ile birleştirilen Azerbaycan, 70 yıl SSCB üyesi bir devlet olarak komünist ideolojinin etkisi altında yaşamıştır. Bu dönem çoğu zaman Bolşevik işgali olarak nitelendirilmektedir. Azerbaycan’ın bugünkü siyasal ve toplumsal yapısını anlayabilmek için Sovyetler Birliği döneminin; Sovyetler Birliği’nin yol açtığı değişimi kavrayabilmek için ise işgal öncesi dönemin incelenmesi gerekmektedir. Bu çalışmada, Azerbaycan`da Sovyet dönemi öncesi tarihsel ve siyasal yapı ortaya konulmaya çalışılacaktır.
Azerbaijan is one of the regions of the world with an ancient and cultural history. Although the ancient and wealthy tradition of Azerbaijan’s stateism has been repeatedly broken in the heavy and tragic moments of Azerbaijan, the people of Azerbaijan have been able to overcome these tragedies. The XIX. After the war between Tsarish Russia and Iran in the century, the territory of Azerbaijan was divided between the two states. In the years from 1917 to today, the Tsarish Russian government was destroyed in Azerbaijan and three states were established. These are respectively the People's Republic of Azerbaijan (1918-1920), the Azerbaijani Soviet Union (1920-1991) and the Republic of Azerbaijan (from 1991 to the present day). In other words, the Azerbaijani people XX. Since the beginning of the century, it has been a great struggle for independence and has won independence twice in a century. Since the establishment of the Bolshevik government in 1920 and the unification of the Soviet Union in 1922, Azerbaijan has lived 70 years under the influence of the communist ideology as a member of the Soviet Union. This period is often referred to as the Bolshevik occupation. To understand the current political and social structure of Azerbaijan, the Soviet period must be examined; to understand the change that the Soviet Union has led to, the pre-occupation period must be examined. In this study, we will try to reveal the historical and political structure of the pre-Soviet era in Azerbaijan.
