Sivil itaatsizlik, sınırlarını aşan, otoriteyi kötüye kullanan ve insan hakları için güvence niteliğindeki hukukî normları da güce başvurmak suretyle atl bırakan siyasal iktdara karşı bir yaptrım biçimi olarak tartşılan bir kavramdır. Kavram, insan hakları ve hukuk devlet gibi kavramlarla da ilişkilidir. İslam açı- sından sivil itaatsizlik kavramının teorik temellerinin araştrılması da İslâm’ın gerek insan haklarına gerekse siyasî otoriteye bakışının ortaya konmasında önemli katkı sağlayacaktr.
