Günümüzde Ar-ge ve inovasyon faaliyetleri ekonomik büyümenin, rekabet gücünün ve ulusal gelişmenin önemli bir belirleyicisidir. İlaç, tıbbi cihaz ve medikal bakım açısından teknoloji ve bilgi yoğun alanlardan biri olan sağlık sektörünün Ar-ge ve inovasyon performansı, ekonomik büyümeyi doğrudan etkilemektedir. Ülkeler arasındaki gelişmişlik düzeyi farklılıklarının temel nedenlerinden biri olan Ar-ge faaliyetleri yönünden Türkiye hem makro bağlamda hem de sağlık sektörü özelinde yetersiz düzeydedir. Türkiye’nin sağlık Ar-ge performansının geliştirilmesi ve beşeri sermaye ihtiyacının giderilmesi için devletin sosyal sermaye harcamaları ve düzenleyici politika araçları ile etkin müdahalesine gerek duyulmaktadır. Bu politika araçlarından biri de kamu hizmetlerinin özel hukuk sözleşmeleri üzerinden özel kişilere gördürülmesinin bir uzantısı olan ve başta altyapı hizmetleri olmak üzere birçok alanda uygulanan kamu-özel ortaklığı (KÖO) modelidir. Devletin düzenleyici ve denetleyici rolüne uygun olan bu model özel sektörün, işletmecilik anlayışı ile kaynakları etkin ve verimli kullanacağı varsayımını temel almaktadır. Bu çalışmanın amacı, Türk sağlık sektöründe özellikle hastane projelerinde uygulanan KÖO modelinin sağlık alanında Ar-ge ve inovasyonun gelişimindeki yeri ve önemini tartışmaktır. Çalışmada, Türkiye’nin sağlık Ar-ge politikasına ivme kazandırılmasında ve inovasyonun teşvik edilmesinde KÖO modelinin önemli bir potansiyel oluşturabileceği ileri sürülmektedir. Bu çerçevede sadece altyapı ve hizmet sunumunu kapsayan geleneksel KÖO modelinin gözden geçirilmesi ve çok yönlü bileşenlerden oluşan, bütünleşik bir KÖO modelinin geliştirilmesi önerilmektedir.
Today, R&D and innovation activities are an important factor in economic growth, competitiveness and national development. R&D and innovation performance of the healthcare sector, which is one of the high-tech and knowledge areas in terms of medicine, medical equipment and medical care, directly affects economic growth. In terms of R&D activities, which is one of the main causes of developmental differences between countries, Turkey is inadequate in both the macro context and in the health sector. Turkey’s health R&D performance is needed to improve and address human capital needs with the government’s social capital expenditure and regulatory policy tools. One of these policy tools is the public-private partnership (PPO) model, which is an extension of public services to private individuals through private legal contracts and is applied in many areas, primarily infrastructure services. This model, which is in accordance with the regulatory and supervisory role of the state, is based on the assumption that the private sector will understand the business and use the resources effectively and efficiently. The aim of this study is to discuss the place and importance of the KÖO model applied in the Turkish health sector, especially in hospital projects, in the field of R&D and innovation development. In the study, it is stated that the KÖO model can create a significant potential in promoting the health R&D policy of Turkey and in promoting innovation. In this framework, it is recommended to review the traditional KÖO model that only covers the infrastructure and service offer and to develop an integrated KÖO model consisting of diverse components.
