Bu çalışma Uluslararası Sosyal Hizmet Uzmanları Federasyonunun ve Uluslararası Sosyal Hizmet Okulları Birliğinin 2014 yılında revize ettiği küresel sosyal hizmet tanımının sosyal hizmette nasıl paradigma değişiminin bir göstergesi olduğunu ele almaktadır. Paradigma değişiminin ipuçları revize edilen tanıma eklenen ve bir önceki tanımdan çıkarılan bazı hususlardır. Yeni tanıma eklenenler şunlardır: sosyal kalkınma, sosyal kaynaşma, akademik disiplin olarak sosyal hizmet, ortak sorumluluk, çeşitliliğe saygı, sosyal hizmet teorileri, insan ve toplum bilimleri teorileri, yerel bilgi, yaşamdaki güçlükler ve insan ve yapı etkileşimi. Eski tanımdan çıkarılanlar ise şunlardır: sorun çözme, insan davranışı ve sosyal sistemler teorileri, çevreyle etkileşim ve müdahale. Çalışmada söz konusu paradigma değişimi; yapılardan fâillere/eyleyicilere, sorun odaklı yaklaşımdan çözüm odaklı yaklaşıma/sorunlardan güçlere, uygulamadan teoriye, sosyal devletten yönetselliğe/bireyden topluluğa başlıkları altında tartışılmaktadır. Revize edilen küresel tanımda bir önceki tanımda da bulunan “insanın özgürleştirilmesi”, “sosyal adalet” ve “insan hakları” vurgusu sosyal hizmetin neoliberal ekonomi-politik bağlama rağmen ve/veya bu bağlama karşı eleştirel ve özgürlükçü doğasını koruduğu ileri sürülebilir. İnsanın özgürleştirilmesi hususunda baskı ve ayrımcılık karşıtlığı, toplumsal cinsiyet eşitliği ve genel olarak insan hakları savunuculuğu sosyal hizmetin ayırt edici özelliği olmaya devam etmektedir. Revize edilen tanımın sosyal hizmet ve teori ilişkisine dair getirdiği yenilik, teoriyi sosyal hizmetin eklektik bilgi temeline bir katkı olmaktan çıkarıp doğrudan sosyal hizmet uygulamasını teorik üretime dönüştürme iddiasını ortaya koymaktadır. Yeni tanımda sosyal hizmetin akademik bir disiplin olarak tanımlanması, insan ve toplum bilimleri teorilerinin sosyal hizmetin bilgi gövdesine dâhil edilmesi ve daha önemlisi yerel bilginin altının çizilmesi sosyal hizmette teorik bir dönemeç olarak değerlendirilmelidir.
This study examines how the global definition of social service, revised by the International Federation of Social Services Experts and the International Association of Social Services Schools in 2014, is an indicator of how paradigm changes in social service. The clues of paradigm change are some aspects added to the revised recognition and removed from the previous definition. The new recognition added include: social development, social convergence, social service as an academic discipline, shared responsibility, respect for diversity, social service theories, human and social sciences theories, local knowledge, difficulties in life and human and structural interaction. The old definitions include: problem solving, theories of human behavior and social systems, interaction and interference with the environment. The paradigm change in the study is discussed under the topics: from structures to philosophers, from problem-oriented approach to solution-oriented approach to problems, from practice to theory, from social state to governance, from individual to community. The emphasis on “human liberalization”, “social justice” and “human rights” in the revised global definition, which is also included in the previous definition, may be claimed that social service, despite the neoliberal economic-political bond and/or the criticism and liberalism of this bond, preserves its nature. In human liberation, the opposition to pressure and discrimination, the social gender equality and the general defense of human rights continue to be a distinctive feature of social service. The innovation brought by the revised definition on the relationship between social service and the theory shows the theory from being a contribution to the eclectic knowledge basis of social service and the claim to directly transform the application of social service into theoretical production. In the new definition, the definition of social service as an academic discipline, the incorporation of the theories of human and social sciences into the knowledge body of social service and, more importantly, the drawing of the gold of local knowledge should be considered as a theoretical turning point in social service.
