OSMANLIDA VİLAYET MECLİS-İ UMUMİLERİ VE 1338 (1922) TARİHLİ MARAŞ MECLİSİ UMUMİSİ GÖRÜŞMELERİ ÜZERİNE BİR DEĞERLENDİRME

Abstract:

Ülke yönetiminde merkezi ve yerel yönetimin işleyiş tarzı ve örgütlenme biçimi yöneten ve yönetilen ilişkileri açısından büyük önem arz etmektedir. Zira tarih boyunca toplumlar belli bir düzen içerisinde yaşayabilmek için siyasi bir örgütlenme arayışı içinde olmuşlar ve bu durum devlet denilen yapıların ortaya çıkmasına yol açmıştır. Devlet yapılanması içerisinde yönetimde merkez ve yerel ilişkilerin daha uyumlu bir şekilde işleyişini sağlayan birtakım mekanizmalar oluşturulmuş ve zaman içerisinde de bazı değişikliklere gidilmiştir. Merkezi yönetimin dışında vilayet ve sancaklardaki yönetimlerdeki örgütlenme biçimlerinin ortaya konulması hem ülkenin hem de yerel yönetimlerin durumlarının anlaşılması bakımdan büyük önem taşımaktadır. Merkeziyetçi ve mutlakıyetçi bir yapıya sahip olan Osmanlı devletinde merkez ve taşra yönetiminde zaman içerisinde bazı değişiklikler meydana gelmiştir. Osmanlı taşra yönetiminde yapılan en önemli değişikliklerden biri de Vilayet Genel Meclislerinin kurulmasıdır. Bu Meclisler adeta bir danışma meclisi görevini yerine getirmiş ve Cumhuriyet dönemine kadar devam etmiştir. Vilayet Genel Meclisleri merkezi otoritenin daha sağlam bir yapıya oturtulabilmesi ve taşrada düzenin daha iyi sağlanabilmesi için merkezden gönderilen talimatlara göre hareket etmiş ve vilayetin sağlık, eğitim, ziraat ve nüfus vb. gibi birçok sorunları üzerinde çalışmalar yapmıştır. Bu çalışmada Maraş Meclis-i Umumisi’nin 1338/1922 yılına ait tutanağından istifade edilmiştir. Tutanak 12 oturumdan oluşmaktadır. Bu oturumlarda bölge ile ilgili gündeme gelen konular; başta eğitim olmak üzere bayındırlık, sağlık, nüfus, bütçe ve diğer meseleler müzakere edilmiştir. Yapılan bu görüşmelerde Meclis başkanı ve diğer üyeler gündemdeki konular ile ilgili görüşlerini dile getirmişlerdir. Bu çalışmada ana kaynak olarak Maraş Vilayeti Genel Meclis Tutanağı kullanılmıştır. Çalışmanın temel amacı hem Maraş Vilayet Meclisinin çalışmaları hem de bölgenin bu dönemdeki sosyo-ekonomik yapısının ortaya konulmasıdır.

Abstract:

In the country’s administration, central and local governments are of great importance in terms of their operating and organized relationships. For throughout history, societies have been looking for a political organization to live in a certain order, and this has led to the emergence of the so-called state structures. A number of mechanisms have been created in the formation of the state in order to ensure the functioning of the central and local relations in a more consistent manner and some changes have been made over time. The establishment of the forms of organization in the provinces and sanctuaries outside the central administration is of great importance in terms of understanding the situation of both the country and the local governments. In the Ottoman state, which has a centralistic and absolute structure, some changes have occurred over time in the central and central government. One of the most important changes made in the Ottoman Taurus administration is the establishment of the Municipal General Assemblies. These parliaments have fulfilled their duty as a consultative council and have continued until the Republic period. The provincial general assemblies have acted according to the instructions sent from the center to ensure that the central authority can be settled in a more solid structure and the order in the town can be improved and the province’s health, education, giraat and population, etc. He has worked on many issues. In this work it was recognised by the General Assembly of Maraş from 1338/1922. It consists of 12 seats. These sessions discussed topics related to the region, primarily education, health, population, budget and other issues. During the talks, the President and other members expressed their views on the issues on the agenda. The main source of this study was the General Assembly of the Maraş Municipality. The main objective of the study is to reveal both the work of the Maraş Municipality and the socio-economic structure of the region in this period.

The manner of working and organization of the central and local administration are vital in terms of ruling-ruled relations in the administration of the country. Because, throughout history, societies have been in search of a political organization in order to live in peace and this has led to the emergence of structures such as states. In the structure of state, some mechanisms have been established in order to ensure a more harmonious functioning of central and local relations and some changes have been made over time. In addition to the central administration, it is important to reveal the forms of organization in provinces and sanjaks to understand the situation of both the country and the local administrations. Some changes occurred in the central and provincial administration of the Ottoman Empire, which had a centralist and absolutist structure, over time. One of the most important changes made in Ottoman provincial administration was the establishment of the Provincial General Assemblies. These assemblies fulfilled the duty of an advisory council and continued until the Republic period. The Provincial General Assemblies acted in accordance with the instructions sent from the center to ensure the central authority and a better order in the provinces. The Provincial General Assemblies also worked to solve province's health, education, agriculture and population etc. problems. This study is based on the report of Maras General Assembly dated 1338/1922. The report consists of 12 sessions. In these sessions, the issues related to the region such as education, public works, health, population, budget ere discussed. In these meetings, the President of the Assembly and other members expressed their views on the issues on the agenda. Main source of this study is the report of Maras Province General Assembly. The main purpose of the study is to reveal the works of Maras Province General Assembly and the socio-economic structure of the region in this period.
