Birleşmiş Milletler uluslararası alanda yardım ve işbirliği amacı ile kurulmuş olmasına karşın sağlık alanında da gerekli örgütlenmeyi uzmanlık kuruluşu haline gelen DSÖ ile tamamlamıştır. Uluslararası alanda sağlık politikaları geliştiren DSÖ; anne-çocuk sağlığı, aşı programları, çevre sağlığı gibi temel sağlık hizmetlerine yönelik faaliyetlerde bulunmaktadır. Ancak örgüt zamanla diğer aktörler ile işbirliği yaparak işlevinin değişmesine neden olmuştur. Örgütün üye devlet içinde en büyük finans sağlayıcısı ise ABD’dir. En çok maddi desteği sağlayan ülkeler DSÖ üzerinde politik kontrolünü artırmakta ve DSÖ’yü kendi çıkarları doğrultusunda yönlendirmektedir. DSÖ’ye çokuluslu şirketlerin baskılarının yanı sıra ülkelerin doğrudan yaptırımları da söz konusudur. Örneğin ABD, BM Güvenlik Konseyi daimi üyesi olarak BM politikalarına yön verirken; uzmanlık örgütlerine ve politikalarına da müdahale etmektedir. DSÖ’nün politika belirleyicisi konumunda bulunan ve üye ülkelerin Sağlık Bakanlarından oluşan Asamble etkisiz bırakılmakta söz hakkı ise BM daimi üyelerine geçmektedir. BM daimi üyesi olan ABD, BM’ye ve uzmanlık kuruluşlarına yapılan başvuruya müdahale etmekte; aksi bir durumda BM’ye yaptığı mali destekleri kesme yaptırımlarında bulunmaktadır. Çalışmada BM’nin sağlık politikalarındaki rolü ele alınarak DSÖ’nün işlevinin nasıl artırılacağı üzerine öneriler geliştirilecektir.
Although the United Nations was established with the aim of international assistance and cooperation, it has completed the necessary organization in the field of healthcare with the DSO, which has become a specialized institution. The International Health Organization (WHO), which develops health policies in the international field, is involved in activities aimed at basic health services such as mother and child health, vaccination programs, environmental health. However, the organization has changed its function by working with other actors over time. The largest financial provider of the organization is the United States. The countries that provide the most material support are increasing political control over the DSO and directing the DSO according to their own interests. In addition to the pressure of multinational companies on the DSÖ, it is also concerned with the direct sanctions of the countries. For example, the United States, as a permanent member of the UN Security Council, is directing the policies of the United Nations, interfering with its specialized organizations and policies. The Assembly of Ministers of Health of the Member States, which is in the position of the policy determiner of the DSO, is the right to be dismissed to the permanent members of the United Nations. The United States, a permanent member of the United Nations, is interfering with the application made to the United Nations and its expert organizations; otherwise, it is under sanctions to cut its financial support to the United Nations. The study will discuss the role of the United Nations in health policies and develop suggestions on how to improve the function of the DSO.

The study will focus on the role of the UN in health policies and recommendations on how to increase the function of WHO.
