Osmanlı Devleti’nde II. Meşrutiyet’le birlikte tüm vatandaşlar eşit haklara sahip oldu. Ülke genelinde bu olayı kabullenemeyen Müslümanlar birçok şehirde gösteriler yaparak istenmeyen olaylara karıştılar. Görevlendirilen memurlar,II. Meşrutiyet ile getirilen yasaları uygularken birçok sorunla karşılaştı. Meşrutiyet yönetimine ve getirdiği eşit haklara dayalı düzene tepki gösteren şehirlerden biride Maraş'tı. Maraş'ta, Müslüman, Katolik, Protestan, Ermeni ve diğer farklı azınlıklar hep birlikte yaşamaktaydı. Maraş'taki Müslümanlar, kendilerinin gayrimüslimlerle bir sayılamayacağını belirterek hükümete karşı tepki gösteriyorlardı. Nitekim bu dönemde Maraş'a mutasarrıf olarak atanan Hayri Bey, kanunları uygulamak istediği için şehirde istenmeyen adam ilan edildi. Maraş şehrinin önde gelen şahısları tarafından Dâhiliye Nezaretine peş peşe telgraflar gönderildi. Bu telgraflarda Mutasarrıfın halkın dini duygularıyla oynadığını ve şehri huzursuz ettiğini beyan ettiler. Ayrıca Hayri Bey gibi istibdat memurlarının görevden uzaklaştırılmasının gerektiğini belirttiler. Mutasarrıfın şehirden gitmesi için gösteri yapıp evini taşladılar. Mahkemeye intikal eden bu olay sonucunda mutasarrıf görevden alındı ve hakkında soruşturma başlatıldı.
