Bu çalışmanın amacı, yakalama sürecine ilişkin olarak Abramowitz ve Gerschenkron üzerinden yapılan anlatımın matematiksel olarak tekrarlanması durumunda nasıl bir yol izleneceğini göstermektir. Bu amaçla, doğrudan yatırımların olası rollerinin de tartışıldığı Findlay’in modeli temsili bir model olarak ele alınmış ve bu modelin çözümlemesi ve politika önerileri açıklanmıştır. Findlay’in modeli iki şeyi vurgulamaktadır. Birincisi, doğrudan yabancı yatırımlar geri kalmış bir ülkenin büyüme sürecinde verimlilik artışı sağlayarak yakalamayı mümkün kılar. Geri kalmış bir ülke, yurtiçi tasarruf oranını arttırmak yerine doğrudan yabancı sermaye yatırımlarını teşvik eden bir politika izlemelidir. İkincisi, doğrudan yabancı yatırımlar teşvik edilirken yabancı sermayenin getirilerini içselleştirebilecek ve kalıcılaştırabilecek beşeri sermaye yatırımları da artırılmalıdır.
The aim of this study is to show how the narrative by Abramowitz and Gerschenkron in relation to the capture process will be followed if it is mathematically repeated. For this purpose, Findlay’s model was considered as a representative model, where the potential roles of direct investments were also discussed, and the solution of this model and policy recommendations were explained. Findlay’s model emphasizes two things. First, foreign direct investments make it possible to catch by providing increased efficiency in the growth process of a retarded country. A retarded country should follow a policy that encourages foreign capital investments directly instead of increasing the domestic savings rate. Secondly, direct foreign investments should be encouraged and human capital investments should be increased, which can integrate and sustain the returns of foreign capital.
The aim of this study is to show the mathematical procedure of the explanation of Abramowitz and Gerschenkron in catching-up process. For this purpose Findlay’s model is taken as a benchmark model. Findlay emphasizes two points. First, direct foreign investments make catch-up process possible by raising productivity. A backward country, should implement a policy that promotes direct foreign investments instead of raising domestic saving rate. Second, a backward country should increase human capital investments while promoting direct foreign investments in order to make returns of the direct foreign investments endogeneous.
