Türk-Amerikan ilişkileri benzer demokratik ideoloji üzerinde gelişti. Demokrasi Amerika Birleşik Devletleri’ni ve Türkiye'yi 1920'lerin başında sonra birbirine yakınlaştırırken, Türk Hükümeti’nin ABD'de ‘İlk Kırmızı Korku veya Kızıl Korku’ olarak tabir edilen Komünizme karşı tutumu, Amerikalılara Türkiye'nin güvenilir bir müttefik olduğuna dair güvence verdi. Atatürk Hükümeti’nin, Saltanatı ve Halifeliği kaldırması ve cumhuriyet rejimini benimseyerek Türk Ulus’unun demokratik yönünü belirlemiş olması ABD’de olumlu karşılanmasına rağmen, 1920-1938 yılları arasında ABD yetkililerinin Türk Hükümeti'nin komünizme karşı tutumunu yakından izlediği ve Beyaz Saray'a bildirdiği ABD arşiv belgelerinden anlaşılmaktadır. Türkiye’nin komünizm rejimini benimsememesi ve komünist faaliyetlerini yurt içinde kontrol altında tutması, ABD-Türkiye arasındaki dostane ilişkilerinin zemini oluşturan faktörlerden biridir. Bu ikili ilişki İkinci Dünya Savaşı ve Soğuk Savaş sırasında zirveye ulaşmasına rağmen, 1974 Kıbrıs Barış Harekatı, 2003 Irak ve Bağdat işgali gibi dönemlerde bu çift taraflı dostane ilişki durağan ara dönemler yaşamıştır. Tarihçilerin, erken ABD-Türk ilişkileri hakkındaki çalışmaları genellikle misyonerlik faaliyetleri ve bir dereceye kadar ekonomik ve mali ilişkiler etrafında yoğunlaşırken, ABD arşiv dosyalarına ve belgelerine göre, Washington’un Türkiye’deki komünist faaliyetleri izlediği ve Türk hükümetiyle olan bu dostça ilişkide Türkiye’nin komünizme karşı tutumu küçümsenmesi mümkün değildir. Dolayısı ile bu çalışma 1920-1938 Türkiye-ABD ilişkilerine misyonerlik, ticari ve komünizm üçgeninde bakmaktadır.

Abstract:

Turkish-American relations evolved on a similar democratic ideology. While democracy brought the United States and Turkey closer to each other in the early 1920s, the Turkish government’s attitude against Communism, which was described as the “First Red Fear or Red Fear” in the United States, guaranteed the Americans that Turkey is a reliable ally. Despite the positive welcome in the United States that the Atatürk government has determined the democratic direction of the Turkish nation by lifting the Sultanate and the Khalifa and adopting the Republican regime, it is clear from the U.S. archive documents that the U.S. officials between the years 1920-1938 closely followed the attitude of the Turkish government against communism and to the White House. The failure of Turkey to adopt the communist regime and keeping its communist activities under control within the country is one of the factors that form the ground for the friendly relations between the United States and Turkey. Although this bilateral relationship reached its peak during the Second World War and the Cold War, this bilateral friendly relationship has experienced stable interim periods in periods such as the 1974 Cyprus Peace Movement, 2003 Iraq and Baghdad occupation. The work of historians on early US-Turkish relations is often concentrated around missionary activities and to a degree of economic and financial relations, while according to the US archives and documents, it is impossible to undermine the attitude of Turkey against communism in this friendly relationship with the Turkish government, where Washington follows the communist activities in Turkey. Thus, this study looks at the 1920-1938 Turkey-US relations in the missionary, commercial and communist triangle.

Turkish-American relations were built on a similar democratic ideology. While democracy brought the United States and Turkey closer in the early 1920s and thereafter, the attitude of Turkish government against Communism during the First Red Scare in the U.S. assured Americans that Turkey was a trustworthy ally because it shared common democratic values. Although the abolition of Sultanate and caliphate and declaration of a republican form of government determined the democratic direction of the Turkish nation, the Turkish government’s position against communism between 1920 and 1938, which US officials closely watched and reported to the White House, established long lasting friendly relations between the United States and Turkey. This bilateral relationship reached its peak during the Second World War and the Cold War. While historians' works about early US-Turkish relations largely revolves around missionary activities and to some extent economic and financial interactions, the US archival dossiers and documents reveal the importance of the Turkish government’s attitudes against communism in this friendly relationship. Therefore, this study looks at Turkish-American relations within the triangle of missionary work, commercial activities, and communism between 1920 and 1938.
