Abstract:

Bu araştırmada özel eğitim öğretmenlerinin öğretmenler kurulu toplantılarının etkililiğine yönelik görüşleri belirlenmiştir. Araştırmada veriler nitel araştırma yöntemlerinden yarı yapılandırılmış görüşme formu ile elde edilmiştir. Görüşme formunun hazırlanması için alan yazın ve Milli Eğitim Bakanlığı Mevzuatı incelenmiştir. Yapılan inceleme sonucu görüşme soru havuzu oluşturulmuştur. Görüşme soruları ile ilgili üç uzmanın görüşü alınmış ve ön uygulamaya yer verilmiştir. Uzman görüşü ve ön uygulama sonucunda görüşme formuna son şekli verilmiştir. Görüşmeye özel eğitim mesleki eğitim merkezi ve özel eğitim iş uygulama merkezinde görev yapan ve görüşmeyi kabul eden 24 öğretmen katılmıştır. Görüşme öğretmenlerin uygun olduğu zaman dilimlerinde görev yaptıkları okullarda gerçekleştirilmiştir. Görüşme formundan elde edilen veriler betimsel olarak analiz edilmiştir. Elde edilen verilen analizi sonucu öğretmenlerin toplantı konusunda bilgilendirildiği, alınan kararların öğretmenlere duyurulduğu, kararların uygulanması ile ilgili öğretmenlerden rapor istendiği, toplantılarda en çok bireyselleştirilmiş eğitim programları, aile eğitimi ve öğrenci problem davranışlarının görüşüldüğü, öğretmenler kurulunda alınan kararların etkili bir şekilde uygulanabilmesi için öğretmenlerin sorumluluk alması gerektiği, okul yönetiminin destek vermesi gerektiği, öğretmenlerin sorumluluk almamalarının, materyal yetersizliği ve fiziki problemlerin, öğretmenler arasında işbirliğinin yetersiz olmasının ve kararların uygulanmasında katılımın az olmasının alınan kararların uygulanmasını engellediği, öğretmenler kurulunun etkililiğini artırmak için ise öğretmenlerin hazırlıklı gelmesi, izleme faaliyetlerine yer verilmesi, somut örnek uygulamalara yer verilmesi gerektiği sonucuna ulaşılmıştır.

Abstract:

This study determined the views on the effectiveness of the teachers’ board meetings of the special educational teachers. In the research, the data was obtained through a semi-configured interview form from the quality research methods. For the preparation of the interview form, the area of summer and the Ministry of Education have been examined. The examination resulted in a meeting question pool. Three experts on the interview questions were taken and placed in the first place. The opinion of the expert and the preliminary application resulted in the final form of the interview. The interview was attended by 24 teachers who worked in the special training professional training center and special training business practice center and accepted the interview. The meeting was conducted in the schools where the teachers were appropriate. The data obtained from the interview form has been visually analyzed. The results of the given analysis are that teachers are informed about the meeting, the decisions taken are notified to the teachers, the teachers are requested to report about the implementation of the decisions, the most individualized educational programs in the meetings, the family education and the problem behavior of the students are discussed, the teachers should take responsibility for the effective implementation of the decisions taken in the teaching board, the school management should provide support, the teachers should not take responsibility, the material deficiency and physical problems, the cooperation between the teachers is insufficient and the participation in the implementation of the decisions is reduced, the teachers should be prepared for the implementation of the decision, the teachers should be prepared for the implementation of the decision, the teachers should be prepared for the implementation of the decision.

In this study, special education teachers’ opinions on effectiveness of the teachers’ council meetings were determined. Research data were obtained through semi-structured interview form, which is one of the qualitative research methods. To develop the interview form, literature review was made and the Ministry of National Education Legislation was reviewed. After the review, interview questions pool was created. The opinions of three experts on the interview questions were taken and pilot application was done. The interview form was designed after expert opinions and pilot application. 24 teachers working in special education vocational training centers and working in the special education vocational application centers participated in the study. Interviews were conducted in the appropriate time for teachers and in the schools they work. The data obtained from the interviews were analyzed descriptively.
