22 Temmuz 2007 sonrası hızlanan Türkiye’nin siyasileşme ve sivilleşme süreci, 29 Mart 2009 mahalli seçimlerinden sonra yeni bir açılımla iyice ivme kazandı. Adına “Kürt açılımı” denilen ve 2009 yılı ortasında Kürt sorununu çözme niyetiyle başlayan bu açılım süreci aslında o zamana kadar görülmemiş bir toplumsal, siyasal ve bürokratik destek elde etmesine rağmen, aynı yılın 19 Ekimine gelindiğinde Habur’da büyük bir krizle karşılaştı. Sağlıklı işleyen normal süreçlerde dahi bir stratejik iletişim planı çerçevesinde hareket etmek gerekirken, PKK’lı teröristlerin teslim olma sürecinin bir örgüt şovuna dönüştüğü Habur krizi özünde bir iletişim krizi olarak ortaya çıktı ve sürecin tamamını olumsuz etkilediği gibi Kürt sorunu konusunda yeni travmalara da yol açtı. Sonuçta terör örgütü PKK ve onun o günkü siyasal uzantısı DTP içindeki art niyetli güçlerin varlığının ve süreci semboller savaşına çevirmeleri ihtimalinin yeterince hesaplanmadığı ortaya çıktı. Oysa başta ana akım medya olmak üzere, kamuoyunda oluşan olumlu algı, PKK’nın silah bırakması ve kanın duracak olması gibi argümanlar üzerinden bilinçli bir iletişim stratejisi ile desteklenebilirdi. Çeşitli gazetelerde yazan dönemin etkili gazetecilerinin görüşlerinin de analize tabi tutulduğu bu makalede, demokratik açılım gibi tarihi süreçlerde inisiyatifin elde tutulması ve kamu gücünün diğer aktörleri kontrol altında tutması kadar, sürecin ilgili aktörleri arasındaki iletişiminin ve medya üzerinden olumlu kamuoyu algısı inşa edilmesinin önemi üzerinde de durulmaktadır.
The political and civilization process of Turkey, which was accelerated after 22 July 2007, won a great momentum with a new opening after the 29 March 2009 local elections. This opening process, called the "Kurd Opening" and which began with the intention of solving the Kurdish problem in the middle of 2009 in fact obtained an unprecedented social, political and bureaucratic support, but at the time of the 19th October of the same year he met with a major crisis in Habur. While even in healthy normal processes it is necessary to act within the framework of a strategic communication plan, the Habur crisis, where the process of surrender of PKK terrorists turned into an organization show, appeared as a communication crisis in its essence and caused new trauma on the Kurdish problem as it affected the whole process. After all, it turned out that the terrorist organization PKK and its then-day political extension, the presence of art-intention forces within the DTP and the possibility of the process symbols to be converted into war, were not sufficiently calculated. However, the positive perception in the public, primarily mainstream media, could be supported by a conscious communication strategy through arguments such as the PKK’s abandonment of weapons and the blood will stop. In this article, where the views of the influential journalists of the period written in various newspapers are also subject to analysis, it also emphasizes the importance of the communication between the relevant actors of the process and the building of a positive public perception through the media, as well as the achievement of the initiative in historical processes such as democratic opening and the control of the other actors by the public power.
The democratic initiative process, launched in Turkey in mid-2009 with the intention of resolving the Kurdish problem, encountered a great crisis in Habur on October 19 despite having garnered unprecedented social, political and bureaucratic support. Even in healthy and normal process, actions should be taken in line with a strategic communication plan. However, when PKK terrorists’ surrender in Habur turned into a show for the group, it essentially became a communication crisis, which had a negative impact on the entire process while also causing new traumas in the Kurdish problem. As it turned out in the end, the possibility that there might be forces within the PKK terrorist organization and its then-political extension, the Democratic Society Party (DTP), who had ulterior motive, and that they might turn the process into a battle of symbols had not been calculated sufficiently. However, the positive perception among the public could have been supported especially via the mainstream media with a conscious communication strategy by means of arguments such as the PKK’s laying down arms and the blood shed coming to an end. This article, which analyses the views of influential journalists, writing for various newspapers, of the era, emphasizes, in such historical processes as the democratic initiative, the importance of building a positive public perception via the media and of the communication between the relevant actors of the process as well as the significance of holding the initiative and of public’s control over other actors.
