Abstract:

Sürekli öğrenme ve bilgilenmenin kaçınılmaz olduğu ve bilgi devrimi ya da dijital devrim diye de adlandırılan bir çağda yaşamaktayız. Üretimde; hammadde, emek ve sermayenin yerini giderek bilginin aldığı bu çağda alışageldiğimiz pek çok kural ve ilkenin geçerliliğini yitirdiği gözlemlenmektedir. Kendine has kuralları ve ilkeleri ile artık yeni bir toplumsal ve ekonomik düzen söz konusudur. Bu düzende ayakta kalabilmek ve ona uyum sağlayabilmek için bireysel hem de toplumsal açıdan; bilgiye sahip olma ve bilgi yönetiminin gerekli kıldığı dönüşümleri sağlamak gerekmektedir. Örgütler ya da kurumlar belli bir amacı gerçekleştirmek üzere kurulan yapılardır. Ayakta kalabilmeleri; değişen talepleri karşılayabilmelerine, çağın gerektirdiği değişime uyum sağlamalarına ve diğerlerinden daha farklı bir biçimde hizmet sunumunu sağlayabilmelerine bağlıdır. Günümüz dünyasında örgütleri bu alanda hizmet sunan diğer yapılardan/rakiplerinden farklılaştırmayı sağlayan onlarının önüne geçiren araç ise bilgi ve ondan yararlanma biçimidir. Bilgiyi toplama, koruma ve yönetme biçimi kazanmayı da kaybetmeyi de belirlemektedir (Özata, Sevinç, 2010:6-21). Bu çalışmanın amacı; bilgi iletişim teknolojileri, sistemlerinin en fazla kullanıldığı sektörlerden biri olan ve Ülkemizde de bilgi yönetim sistemi uygulamalarının ilk örneklerinin görüldüğü sağlık sektöründe e-sağlık uygulamalarının mevcut durumunu ve bir kamu görevi olarak sağlık hizmeti sunumuna etkilerini ortaya koymaktır. Yapılan literatür taramasıyla; 1990’ların ortalarında ortaya çıkan elektronik bilgi yönetimi, bilgi sistemleri ve e-devlet uygulamalarının sağlık hizmeti sunumunu, yönetimini nasıl etkileyip dönüştürdüğü araştırılmıştır. Ayrıca literatür taramasıyla sağlanan bilgileri doğrulama açısından önemli olduğu düşünülerek niteliksel analiz yöntemi de kullanılmıştır. Bu kapsamda sağlık hizmeti sunucuları, bu sistemleri uygulayanlarla mülakatlar yapılarak görüş ve önerileri de alınmıştır.

We live in an era where continuous learning and information is inevitable and is also called the information revolution or the digital revolution. In production, it is observed that many of the rules and principles that we have used to in this age that the substance of raw materials, labour and capital is increasingly known, and the validity of the principle is lost. With its own rules and principles, it is now subject to a new social and economic order. In order to stand in this order and be able to adapt to it, it is necessary to ensure the transformations that knowledge and information management make necessary in both individual and social terms. Organizations or institutions are structures established to a certain purpose. Their standing depends on their ability to meet the changing demands, adapt to the change that age requires, and their ability to provide services in a different way than others. In today’s world, the means that enables organizations to differentiate from other structures/concurrences that offer services in this field is the way of knowledge and use of it. The form of gathering, protecting and managing information also determines the loss of gain (Ozata, Joy, 2010:6-21). The aim of this study is to reveal the current state of e-health practices in the health sector, where information communication technologies are one of the sectors where their systems are most used and the first examples of information management systems are seen in our country, and their impact on the provision of health services as a public task. The scan of the literature has explored how electronic information management, information systems and e-government practices that emerged in the mid-1990s influenced and transformed health services and management. It is also used a qualitative analysis method, considering that the information provided by the scan of literature is important in terms of verification. In this context, health care servers have also received opinions and recommendations by interviews with those who implement these systems.

In order to survive and adapt to this system; the necessity of having the knowledge and the conversions required by knowledge management. In the information society that replaces the industrial society, the informed individual becomes indispensable, while the organizational structures and management systems need to be redesigned in an individual-based manner. Organizations or institutions are structures established to achieve a certain purpose. Staying; they are able to meet changing demands, adapt to the changes required by the age and provide services in a different way than others. In today's world, organizations that provide differentiation from other structures / competitors that provide services in this field are the means of benefiting from information and benefiting from it. The way of collecting, protecting and managing information also determines to lose. The aim of this study is to reveal the current status of e-health implementions in health sector and the effects of health service delivery as a public duty. With the literature review; It has been investigated how electronic information management, information systems and e-government applications that emerged in the mid-1990s affected and transformed health service delivery and management. In addition, qualitative analysis method was used because it was important in terms of verifying the information provided by literature review. In this context, health service providers and health information systems applicants were consulted and their opinions and suggestions were received.
