Children are the guarantee of the future of society. They are the center of the country’s economic, cultural and social development. Therefore, ensuring social development and well-being is properly proportionate to the presence of a healthy and qualified child population. At the point of ensuring the healthy development of children, the family is the primary responsible unit, but the government and other social actors are also responsible. The State is responsible for ensuring the healthy development of children by protecting them from violence, negligence and abuse, and implements various policies to fulfil this responsibility. The care and protection of children carried out by the charity institutions in the past has entered the state’s service area in time. The issue of protection of children in Turkey is a topic that has been in the political agenda of the state for many years, and has been trying to fix the shortcomings through various documents and legal regulations. The first child protection law was adopted in Turkey in 1949. As a public policy, the child protection policy that Turkey is carrying out, especially since 2011, has been organized within the Ministry of Family and Social Policy in a more professional way. The aim of the study is to evaluate and analyze the protective and preventive policies applied to children in Turkey from a historic perspective. In this context, the child protection policy of Turkey and the protection and prevention legislation towards children as a means of public policy have been examined. In the study, the process analysis technique was used that enables the analysis of a public policy by dividing it into stages from the public policy analysis methods. According to the results of the analysis, there are recommendations for future policies.

Therefore, providing social development and welfare is directly proportional with the existence of healthy and qualified children. At the point of providing healthy development of children, although family is main responsible, the government and other social actors have also responsibilities. Government is responsible for the healthy development of the children, protecting them from severity, negligence and exploitation, in order to fulfill this responsibility, apply the various policies. In the past, the care and protection work of children, which has been carried out by charities, has also entered the service area of the state. Child protection issues in Turkey, the state's policy on the agenda for many years, is a matter of trying to resolve deficiencies through various documents and legal regulations. The first Child Protection Act was enacted in 1949 in Turkey. As a public policy of Turkey is conducting child protection policy, especially since 2011, is conducted in a more professional manner got organized within the Ministry of Family and Social Policies. The aim of the study is to evaluate and analyze the preventive policies applied for children in Turkey from historical perspective. In this scope, as an instrument of children protection policy and public policy, the protective and preventive legislation directed to children was examined. In the study, process analysis technique, among public policy analysis, which enables to be analyzed public policies by dividing into the stages, was utilized. According to the analysis results, some suggestions are made for the policies to be produced in the future.
